PCM Work Program Manager
Pay Rate: $72.54/hour, depending on experience
Contract Length: 1 Year High chances of extension for the right candidate
Location: Burnaby, British Columbia ( lower mainland)

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Program & Contract Management (PCM) in this role will be in a critical leadership role responsible for the definition, successful execution, and governance of a multi-year portfolio of medium to high-risk, complex infrastructure and construction work programs, with typical annual capital budgets in the $10M to $50M+ range. The Manager ensures that all program objectives are met safely, with high quality, within established budget, and on time, while navigating complex regulatory, contractual, and stakeholder environments inherent to a major utility.
Responsibilities
Plans, directs, and reports on project activities by:
Consistently monitoring project benefits, resources, and status.
Create necessary documents such as project plans, action logs, communication plans, status reports, and post implementation reviews.
Ensure the project is implemented as planned.
Develop project plans and risk management plans for medium to high risk, highly complex projects, typically with a capital cost up to $50 million.
Manages multiple activities effectively using project management principles, including:
Quality assurance, engineering, First Nations and stakeholder engagement, communication, and regulatory approvals.
Procurement, planning and controls, construction management, pre-commissioning, employee relations, and safety.
Completes project management activities like scoping, planning, managing, monitoring, and reporting on tasks.
Maintains meaningful relationships with stakeholders (customers, engineers, field crews) through regular communication, using excellent verbal, written, and presentation skills.
Establishes standards for implementation and monitoring using excellent analytical skills and comprehensive knowledge of project management practices to optimize project resources.
Qualifications
5+ years of program/project management experience managing complex projects, programs, or large portfolios, preferably in the utility, heavy civil construction, or infrastructure sector.
Proven experience leading multi-disciplinary, cross-functional teams and managing high-value capital budgets (>$5M per project or >$10M annual portfolio).
Advanced knowledge of cost estimating, financial forecasting, variance analysis, and reporting. E
Expertise in SAP (or similar ERP systems) for financial management and project controls is essential.
Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint) and specialized project management software (e.g., MS Project, Primavera P6).
Education and Skills
P.Eng is strongly preferred for this role
Having an MBA is preferred for this role
Bachelor's degree in Engineering, is required for this role
Project Management Professional (PMP®) designation is preferred.
Advanced English skills for a professional environment (written and spoken)
Additional Information
Candidates located in the lower mainland are preferred, as they will be working a hybrid schedule of at least 2 days in the office
Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network
