Mandatory Qualifications
- Must hold a valid Project Management Professional (PMP) designation
- Minimum 8 years of experience in capital portfolio and multi-project management
- Hands-on project delivery experience implementing SAP solutions across finance and supply chain domains
- Proven track record delivering complex, customer-facing transit technology initiatives is considered an asset
Required Skills & Experience
- Demonstrated leadership experience presenting project status reports to business stakeholders, Project Sponsors, Steering Committees, and external vendors
- Post-secondary education in business, finance, engineering, or related discipline
- Experience leading complex business transformation projects
- Experience managing cross-functional teams within a matrixed environment
- Proven ability to manage concurrent ITS Capital projects, balancing scope, schedule, budget, and dependencies
- Advanced project planning, scheduling, and forecasting skills for capital IT projects
- Strong stakeholder management and facilitation skills across:
- Business owners and operational stakeholders
- Technology teams and enterprise architects
- External vendors and system integrators
- Steering Committees and executive sponsors
- Strong leadership and people management capabilities
- Excellent verbal and written communication skills, including executive-level reporting and presentations
- Experience delivering projects within large regulated public-sector organizations with understanding of compliance and audit requirements
- Ability to work effectively within a hybrid onsite/remote environment
- Transportation industry experience is considered an asset
Key Responsibilities
- Manage and oversee project scope, schedule, budget, resources, risks, and communications
- Provide leadership and direction to project teams throughout the project lifecycle
- Assign responsibilities and authority to project personnel
- Lead cross-functional teams including Solution Delivery teams, Business Analysts, SMEs, vendors, and contractors
- Produce project artifacts aligned with IT PM Framework standards, including:
- Project schedules
- Status reports
- Risk and issue logs
- Closeout documentation
- Conduct risk assessments and implement mitigation strategies
- Develop WBS structures, resource plans, cost plans, and project management plans
- Validate timelines and project processes
- Manage staffing, resource planning, and personnel assignments
- Monitor and report on project budgets and support TTC financial planning activities
- Maintain accurate budget and forecasting documentation
- Prepare weekly, monthly, and ad-hoc project reports and Steering Committee presentations
- Develop and implement communication plans
- Support PMO activities including gating reviews, portfolio reporting, and budget submissions
- Ensure project goals remain aligned with business objectives
- Coordinate activities to ensure projects remain on schedule and within budget

- Procurement support deliverables in accordance with ITS guidelines
- Communication and stakeholder management materials
- Project schedules, status reports, risk/issue logs, and closeout documentation
- WBS, resource plans, cost plans, and schedules
- Weekly, monthly, and ad-hoc reporting
- Budget reporting and resource allocation tracking
- Performance reports and schedule documentation
- Risk analysis reports
- Steering Committee presentations and stakeholder materials
- Project and product meeting documentation
- Final closeout and project completion documents
