Raise is currently hiring a Project Manager – Electric Vehicle (EV) Site Development on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Description 

The Project Manager (PM), Electric Vehicle (EV) Site Development leads the critical upfront phases of public charging network deployment. This role is responsible for site and customer identification, commercial negotiations, preliminary design, and site layout planning. The successful candidate will balance technical infrastructure constraints with commercial viability, securing land tenure and driving the project identification phase to a timely execution.

Responsibilities

  • 1. Site Selection & Preliminary Design
  • Evaluate potential locations using the established site selection framework, effectively balancing project objectives against technical and financial trade-offs.
  • Oversee site layout and preliminary design stages for EV fast-charger installations, ensuring alignment with electrical infrastructure capabilities.
  • Coordinate project update meetings to ensure seamless transition from identification to execution.
  • 2. Commercial Negotiation & Land Tenure
  • Identify potential site hosts and lead direct commercial negotiations with property owners to secure land leases and licenses.
  • Partner with internal Legal and Property departments to draft, review, and finalize robust land tenure agreements.
  • Manage complex business arrangements independently or in tandem with internal relationship leads (e.g., Key Account Management, Community Relations).
  • 3. Stakeholder Consultation & Engagement
  • Act as the primary point of contact for site hosts, building strong relationships and soliciting active support for deployment projects.
  • Represent the organization at municipal Councils or public external meetings, presenting project plans and addressing stakeholder inquiries confidently.

Qualifications

  • 9 years of project management experience or equivalent with a Proven track record of managing infrastructure or commercial development projects, preferably within the energy, utility, or EV sector.
  • Sound knowledge of electrical infrastructure design principles and constraints.
  • Plan, direct, and report on infrastructure and other construction project activities by consistently monitoring project benefits, resources and status and creating documents such as project plans, action logs, communication plans, status reports and post implementation reviews so that the project is implemented as planned.
  • Develop project plans and risk management plans for medium to high risk and highly complex infrastructure or other construction projects with a capital cost that is generally up to $50 million for effective management throughout the project lifecycle.
  • Strong business acumen with the ability to assess financial trade-offs, site viability, and commercial terms.
  • Exceptional negotiation and interpersonal skills, with a demonstrated ability to secure land agreements and navigate sensitive property discussions.
  • Strong public presentation skills, comfortable speaking before local councils, community groups, and executive site hosts.
  • Ability to work with high autonomy while maintaining cross-functional alignment across large organizational matrices.
  • Education and Certifications
  • Bachelor’s degree in Engineering, Business Administration, Project Management, or a related field.
  • PMP (Project Management Professional) designation is considered a strong asset.

Additional Information 

  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
