  • Work Type: Considered a field-based role – Rotation based on site requirement (likely a 12 hr day / 60-hour week). First 2-months will be in the office to learn systems and then mobilize to site.

Raise is currently hiring a contract team member on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader.   

 

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

 

Job Overview:

  • The Contract Conformance Specialist (CCS) is responsible for managing all sourcing, contract administration, and field conformance activities associated with assigned capital projects. This role ensures contractual compliance throughout the project lifecycle, from procurement and contract formation through execution, change management, and closeout.
  • The CCS serves as a key liaison among project teams, Supply Chain Management (SCM), contractors, legal counsel, and other stakeholders to ensure contractual obligations are fulfilled, risks are mitigated, and issues are proactively addressed. The position requires strong expertise in contract development, negotiation, administration, governance, and contractor performance monitoring.

Key Responsibilities:

  • Demonstrate a comprehensive understanding of and adherence to the project’s contract execution strategy.
  • Lead the development and preparation of Request for Information (RFI), Request for Proposal (RFP), Request for Quotation (RFQ), and other solicitation documents in collaboration with project stakeholders.
  • Partner with technical, project, and business teams to define project scope, objectives, specifications, and contractual requirements.
  • Draft clear, comprehensive, and commercially sound solicitation and contract language that accurately reflects project requirements, evaluation criteria, and contractual obligations.
  • Manage the end-to-end solicitation process, including issuance of bid packages, vendor communications, response management, and facilitation of pre-bid meetings and clarifications.
  • Lead the proposal evaluation process by coordinating evaluation teams, developing scoring methodologies, facilitating consensus discussions, documenting evaluation outcomes, and ensuring compliance with governance and audit requirements.
  • Develop, review, and finalize contract exhibits, technical specifications, and supporting contractual documentation.
  • Lead contract negotiations during procurement and contract formation phases to achieve favorable commercial and operational outcomes.
  • Collaborate with project management, Supply Chain Management, legal counsel, and other stakeholders to resolve contractual issues and ensure contract documents accurately reflect project needs.
  • Review contract documents, contractor deliverables, and project documentation to ensure compliance with contractual obligations, company policies, regulatory requirements, and project governance standards.
  • Provide guidance and recommendations to contractors and project teams regarding contractual compliance, obligations, and risk mitigation.
  • Support the development and implementation of project-specific communication plans and provide contract conformance training to internal and external stakeholders as needed.
  • Review contractor invoices, payment applications, and supporting documentation to verify compliance with contract requirements and company procedures.
  • Communicate and resolve invoice discrepancies, non-compliance issues, and payment-related concerns in a timely manner.
  • Maintain complete and accurate contract records, correspondence logs, document control systems, and retention files in accordance with company standards.
  • Coordinate and document contract-related meetings, including preparation of agendas, meeting minutes, action items, and follow-up activities.
  • Administer the contract change management process, including maintaining change logs, preparing directives, reviewing change requests, evaluating impacts, and processing approved change orders.
  • Monitor contractor performance and compliance throughout project execution, identifying risks and recommending corrective actions where necessary.
  • Coordinate contract closeout activities, ensuring fulfillment of all contractual obligations, completion of required documentation, and proper records retention.
  • Support internal reviews, regulatory inspections, and compliance audits related to contract administration and project execution.
  • Prepare and deliver regular reports, status updates, and presentations to management regarding contractual matters, project risks, compliance status, and key contract performance indicators.
  • Foster effective communication and collaboration among project stakeholders to ensure successful contract execution and project delivery.

Qualifications:

  • Bachelor’s degree in Engineering, Business, Construction Management, Law, or a related discipline.
  • Associate degree with a minimum of ten (10) years of experience managing and administering major engineering and construction contracts may be considered in lieu of a bachelor’s degree.
  • Extensive experience in contract formation, sourcing, contract administration, field contract management, and contract negotiations for large-scale capital projects.
  • Strong knowledge of contractual terms and conditions, with demonstrated ability to interpret, administer, and enforce complex agreements.
  • Proven ability to collaborate effectively across multiple departments and engage stakeholders at all organizational levels.
  • Excellent organizational, planning, and prioritization skills with the ability to manage multiple priorities and meet critical deadlines independently.
  • Strong analytical and problem-solving capabilities, with a proactive approach to identifying and resolving contractual issues.
  • Proficiency in Microsoft Office Suite, Microsoft Teams, Oracle, SharePoint, and other contract management and collaboration tools.
