Raise is currently hiring a contract team member on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader.   

 

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

 

Job Overview:

  • The Contract Conformance Specialist (CCS) is responsible for overseeing the day-to-day contract conformance activities for assigned capital and maintenance projects. This role ensures that all executed contractual agreements are administered effectively and that contractual obligations between the Company and its contractors are fulfilled throughout the project lifecycle.
  • The CCS manages the flow of contract-related documentation and communications, facilitates the timely identification and resolution of contractual issues, and serves as a key liaison among internal stakeholders and external contractors. The position requires frequent interaction with project teams, contractors, and multiple functional departments, including Legal, Project Management, Construction Management, Business Development, System Planning, Procurement, Contract Management, Project Controls, and other business units.
  • The CCS reports directly to the respective SCM Core Programs Supervisor and is typically assigned:
    • Projects or programs with a combined annual value of up to $150 million.
    • Projects with an average duration of 1 to 2 years.
    • Projects of varying scope and complexity, including those with elevated contractual and operational complexity.

Key Responsibilities:

  • Demonstrate a thorough understanding of and compliance with the Company's Project Execution contracting strategy.
  • Facilitate the preparation of contract exhibits, including scope of work, specifications, pricing schedules, and special instructions.
  • Assist in drafting technical contract language that clearly defines project scope, pricing, and contractual requirements.
  • Collaborate with Contract Management Specialists to ensure project-specific requirements, contractor clarifications, and qualifications are accurately incorporated into final contract documents.
  • Support Project Management teams during contractor bid evaluations, contract negotiations, and contract formation activities.
  • Coordinate the development and implementation of project-specific communication plans.
  • Participate in and support contract conformance training initiatives for project teams and third-party personnel.
  • Review contractor-submitted documents to ensure compliance with contractual requirements and notify contractors of any non-compliance or deviations from established baselines, in coordination with project leadership.
  • Maintain comprehensive contractor correspondence records and documentation logs.
  • Prepare and issue Company-generated correspondence in a timely manner, with appropriate approvals from functional leads, Construction Managers, and Project Managers.
  • Manage the contract change order process, including maintaining change order logs, preparing change directives, evaluating contractor-requested changes, and processing approved change orders.
  • Prepare agendas, attend meetings, record minutes, and distribute documentation for all contract-related meetings between the Company and contractors.
  • Establish and maintain project contract document control and retention systems in accordance with Company policies and procedures.
  • Review contractor invoices for contractual compliance, route invoices for approval, and monitor payment progress through completion.
  • Coordinate with Project Teams, CCRL, Contract Conformance Managers, and Legal representatives to address and resolve contractual issues.
  • Request, track, and manage Service Request Orders (SROs) for external service providers throughout the project lifecycle.
  • Coordinate contract closeout activities to ensure full compliance with contractual obligations and Company requirements.
  • Complete project contract file closeout and submit records for retention according to Company procedures.
  • Support internal and external compliance audits by preparing documentation and providing contract-related assistance.
  • Maintain ongoing communication with the CCRL regarding project contractual requirements, practices, risks, and issues, including providing weekly updates through the CCS Flash Report.

Qualifications:

Required

  • Bachelor's degree in Engineering, Construction Management, Business Administration, Legal Studies, or another related technical discipline.
  • Minimum of 6 to 10 years of experience in legal, engineering, construction, contract administration, or contract conformance functions associated with construction-related projects.
  • Experience within the gas pipeline industry is strongly preferred.

OR

  • Associate degree in Engineering, Construction, Business, Legal Studies, or a related field.
  • Minimum of 10+ years of experience in legal, engineering, construction, contract administration, or contract conformance functions associated with construction-related projects.
  • Experience within the gas pipeline industry is strongly preferred.

  • Strong verbal and written communication skills, with the ability to communicate clearly, concisely, and professionally.
  • Excellent interpersonal, listening, relationship-building, and influencing skills, with the ability to work effectively across all organizational levels.
  • Proven ability to establish collaborative working relationships and partner with cross-functional teams to achieve project objectives.
  • Knowledge of contract administration principles and industry best practices.
  • Ability to support the negotiation and resolution of complex contractual issues.
  • Strong organizational and time management skills, with the ability to effectively prioritize competing assignments.
  • Ability to manage multiple responsibilities with a reasonable degree of independence and minimal supervision.
  • Excellent teamwork and stakeholder management capabilities.
  • Strong technical writing and documentation skills.
  • Demonstrated analytical and problem-solving abilities, with a proactive approach to identifying risks and implementing corrective actions before issues escalate.
  • Proficiency in Microsoft Office Suite and other standard business applications.
  • Demonstrated knowledge of contract administration processes and contractual issues associated with energy industry construction projects.
  • Strong understanding of the purpose, intent, context, and application of the documents commonly included in construction contracts.
  • Familiarity with contract lifecycle management, change management processes, claims avoidance strategies, and compliance requirements within large-scale capital projects.
  • Understanding of industry practices related to contractor performance management, project controls, and construction governance.
