RESPONSIBILITIES
- Provide senior-level technical expertise to support the City’s Disaster Recovery Program and enterprise resilience initiatives.
- Work closely with application owners, infrastructure owners, solution architects, cybersecurity teams, project teams, operational teams, and vendors.
- Provide technical leadership across recovery planning, architecture, implementation, testing, readiness assessment, and continual improvement.
- Serve as a disaster recovery technical subject-matter expert.
- Help ensure recovery solutions are practical, secure, supportable, aligned with City requirements, and capable of meeting approved Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs).
- Review and challenge technical assumptions, identify gaps and dependencies, and recommend proportionate risk treatments.
- Assess application and infrastructure recovery architectures.
- Support the development and review of technical recovery strategies, plans, runbooks, and procedures.
- Coordinate cross-functional recovery activities.
- Support recovery solution implementation.
- Lead or facilitate DR testing and validation.
- Document findings, maintain traceability to requirements, and support closure or formal disposition of identified risks and issues.
- Apply broad knowledge of enterprise infrastructure and application dependencies, including compute, virtualization, operating systems, storage, backup and recovery, databases, networks, security controls, identity services, cloud platforms, and high-availability technologies.
- Translate complex technical information into clear options, decisions, risks, and actions for technical and non-technical stakeholders.
- Transition, following completion of the current DR project, into DR program sustainment activities.
- Support sustainment through governance support, periodic architecture and plan reviews, testing coordination, compliance monitoring, reporting, remediation tracking, readiness assessments, and ongoing improvement of recovery capabilities.
DR Architecture & Design
- Review application and infrastructure architectures from a DR perspective.
- Identify recovery risks, dependencies, and single points of failure.
- Develop and review DR solution designs and recovery strategies.
- Validate alignment with RTOs and RPOs.
Recovery Planning & Readiness
- Support development of DR plans and recovery procedures.
- Review plans for completeness and compliance.
- Conduct readiness assessments and gap analyses.
- Assess backup, replication, failover, and high-availability capabilities.
DR Testing
- Develop and coordinate DR testing programs.
- Facilitate tabletop exercises, simulations, and failover tests.
- Validate recovery capabilities and document results.
- Track remediation actions and retesting.
Incident & Continuous Improvement
- Participate in post-mortems and service reviews.
- Assess incidents from a resilience perspective.
- Track lessons learned and corrective actions.
Governance & Stakeholder Support
- Support DR policies, standards, and governance.
- Monitor compliance with DR requirements.
- Prepare technical reports and presentations.
- Engage business, application, infrastructure, and vendor teams.
Qualifications
- Degree or diploma in Computer Science, Information Technology, Engineering, or related discipline, or equivalent experience.
- Minimum 10 years of experience in enterprise infrastructure, architecture, disaster recovery, or related technical disciplines.
- Experience designing, implementing, reviewing, or testing DR, failover technologies and high-availability solutions in large enterprise environments.
- Experience in application and IT infrastructure recovery architectures, readiness assessments, and technical risk assessments.
- Experience working with cross-functional technical and business stakeholders.
- Experience in implementing wide spectrum of technologies – Windows, Linux, VMware, storage, databases, networking, and cybersecurity technologies.
- Experience in a large public-sector or highly regulated environment.
- Industry certifications: CBCP, MBCI, ISO 22301, ITIL, TOGAF, Azure, AWS, or other related certifications.
- Demonstrate superior project management skills and experience in the full lifecycle of technology implementation and configuration.
- Ability to manage multiple priorities and work independently.
- Ability to translate complex technical concepts into executable recommendations.
- Excellent written & verbal communication skills (comfortable & confident) communicating at all levels including business partners, leadership, internal teams and vendors.
