Description
The Program Manager – Distribution Scope & Program Controller Lead is a critical leadership role responsible for the remediation of uncontrolled fault potentials between Transmission and Distribution (T&D) systems across 100+ locations. Driven by public safety and capital funding, this program involves high-complexity coordination. You will lead the Distribution-side execution while serving as the central Program Controller, managing the intricate, overlapping dependencies between T&D workstreams to ensure the $45M investment is delivered safely, on time, and within budget.
Responsibilities
- Program Leadership: Direct the Distribution project lifecycle from scoping through to construction and close-out, ensuring alignment with the overall program goals led by the Transmission Program Lead.
- Program Controls: Act as the lead for program-level controls, establishing standards for monitoring progress, financial reporting, and resource optimization across multiple sites.
- Risk & Dependency Management: Develop and maintain complex risk management plans, specifically addressing the technical and logistical overlaps between Transmission and Distribution assets.
- Stakeholder Engagement: Maintain high-level relationships with internal engineering teams, field crews, First Nations, and regulatory bodies to ensure smooth project progression.
- Safety & Quality: Ensure all remediation work meets BC Hydro’s stringent safety standards and quality assurance protocols to mitigate public safety risks.
- Reporting: Create and present comprehensive project plans, status reports, and post-implementation reviews for executive stakeholders.
Qualifications
- 10+ years of proven experience managing utility distribution projects.
- 5+ years of hands-on technical experience within a distribution environment.
- 5+ years of experience in a Program Controller or similar lead controls role.
- 9 years of total project management experience, specifically handling medium-to-high risk construction projects (Up to $50M).
- Previous Transmission project management or technical experience is considered a significant asset.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Project Management software (MS Project/Primavera P6).
- Education and Skills
- Transmission project management or technical experience is considered a significant asset.
- Project Management Professional (PMP®) designation is preferred.
- Advanced English skills for a professional environment; ability to translate complex technical data into clear presentations for diverse stakeholders.
Additional Information
- Preference for candidates located in the Lower mainland, as they will be working a highbred schedule
- Will consider remote candidates within the province.
- Site visits as needed within BC but mostly in the lower mainland, on average once a month.
- Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
- Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
