Senior Project Manager (RASR – Rise Replacement Program)

Description
The Program Manager will be responsible for designing the roadmap for this program in consultation with IT teams and the research community. In the initial phase, this role will provide both leadership and hands-on delivery of the roadmap and light business case to gain executive approval for the proposed solution approach.
This role will also work with other universities and the extended research community beyond the organization to help inform and shape the program and solution. The successful candidate must be comfortable working at an executive level and engaging with VP and C-level leaders to build relationships and develop the overall plan.
This program will likely involve replacing the current custom-built RISE application maintained by the organization IT with a new system. The future solution is expected to include multiple streams, integrating both off-the-shelf and custom-developed components. The need for this program is driven by the current system reaching end-of-life by 2031.
The first eight months will focus on developing the roadmap and solution approach, followed by presentations to executive leadership to seek approval for the next stage. There is a possibility of extension based on successful delivery of the initial milestones and approval to proceed to the next phase.
Responsibilities
- The Program Manager will:
- Engage with the IT teams and the research community to understand current state and future needs
- Define program vision, objectives, and success measures
- Develop a multi-year roadmap for the RASR Program
- Lead development of the solution approach (build vs buy, integration model, streams of work)
- Prepare a light business case and presentation materials
- Facilitate governance and decision-making forums
- Present recommendations to executive leadership
- Support engagement with other universities and external research partners
- Prepare the program for transition into the next delivery phase

Qualifications
- 8–10+ years of experience with Strategic Program Design & Road mapping
- 7–10+ years of Executive Presence & Governance Leadership (interacting with C-Suite/VPs)
- Demonstrated experience managing large, multi-stream replacement enterprise programs (having led Phase 0 discovery for $5M+ enterprise transitions)
- Proven ability to work with technical teams and solution architects (Managed RFP and vendor selection for hybrid cloud solutions)
- Strong stakeholder engagement skills, particularly with academic or research communities
- Strong facilitation and communication skills
Education and Skills
- Bachelor’s degree in a relevant discipline
- PMP or equivalent certification preferred
