  • Pay Rate: $63.53/hour, depending on experience
  • Contract Length: 1 Year, with the possibility of an extension

Raise is currently hiring a Work Program Manager on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Description

The Work Program Manager (Infrastructure) in this role will be responsible for the end-to-end delivery of low-to-medium risk infrastructure and construction projects. This role leads cross-functional, multi-disciplinary teams to ensure projects are completed safely, with high quality, and strictly within budget and schedule parameters. You will act as the primary point of integration for engineering, field crews, and stakeholders to move capital projects from scoping through to post-implementation review.

Responsibilities

  • Project Leadership: Plan, direct, and report on infrastructure project activities. Consistently monitor project benefits, resource allocation, and real-time status.
  • Strategic Planning: Develop comprehensive project and risk management plans for projects with capital costs generally up to $20 million.
  • Lifecycle Management: Manage the full project lifecycle, including quality assurance, regulatory approvals, procurement, and construction management.
  • Stakeholder Engagement: Maintain and navigate complex relationships with First Nations, internal engineers, field crews, and external customers.
  • Operational Integration: Oversee pre-commissioning, employee relations, and safety protocols to ensure compliance with utility standards.
  • Reporting & Documentation: Utilize project management software to generate project plans, action logs, communication strategies, and status reports for executive review.

Qualifications

  • 5 years of dedicated project/program management experience, preferably within a heavy industry or construction environment.
  • Proficiency in managing capital budgets up to $20M and performing cost-benefit analyses.
  • Previous experience with SAP and advanced proficiency in MS Office (Project, Excel, PowerPoint).
  • Prior experience working directly within a large-scale utility/enterprise environment. (Preferred)
  • Proven ability to lead multi-disciplinary teams (Engineering, Procurement, Field Crews) without direct functional authority.
  • Familiarity with BC utility regulatory requirements and First Nations engagement protocols. (Preferred)
  • Ability to identify and manage project risks in a high-voltage utility environment.
  • Education and Certifications
  • Bachelor’s degree in Engineering, Business, Economics, or a related discipline.
  • Project Management Professional (PMP®) designation is required.
  • P.Eng is strongly preferred, or a background in Electrical/Civil Engineering (preferred)
  • Exceptional verbal, written, and presentation skills; must be able to translate technical data for non-technical stakeholders.

Additional Information

  • Local candidates are preferred, open to remote.
  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
