Project Manager – Project Controls

Raise is currently hiring a Project Manager – Project Controls on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada.
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Senior Project Controls Specialist in this role will lead project controls for our diverse portfolio of large-scale capital infrastructure projects. This role serves as a Subject Matter Expert (SME), bridging the gap between field-level execution and executive-level strategic insights. You will be responsible for implementing robust Earned Value Management (EVM), advanced data visualization, and comprehensive cost/schedule integration to ensure the successful delivery of complex utility projects.
Responsibilities
- Strategic Controls Leadership: Lead the planning, scheduling, cost control, and performance measurement for large-scale, complex construction programs within the EPCM lifecycle.
- Performance Measurement & EVM: Apply advanced Earned Value Management (EVM) principles to track field progress, monitor contractor performance, and provide expert-level trend analysis.
- Data Analytics & Visualization: Query, extract, and transform large volumes of system data to create advanced Power BI dashboards, providing real-time performance analytics and strategic insights for decision-makers.
- System Integration: Collaborate with project teams to ensure accurate data collection and seamless integration into centralized project controls systems.
- Governance & Continuous Improvement: Act as an SME to support corporate governance, ensure compliance with the organizations standards, and lead initiatives for process improvement.
- Training & Mentorship: Develop and deliver training materials for project controls tools, processes, and reporting requirements to upskill the wider project team.
- Field Support: Perform on-site project planning, forecasting, and quantity surveying to ensure "boots on the ground" reality aligns with office-based reporting.
Qualifications
- 15 years of dedicated experience in project controls, cost engineering, and scheduling, specifically within large infrastructure or utility sectors.
- Deep understanding of the EPCM project lifecycle, contract management, and supply chain processes- Long-term project oversight from initial planning through to close-out
- Expert-level mastery of Primavera P6 – Experience managing complex, multi-level schedules and integrating them with cost-control tools.
- Advanced proficiency in Power BI and Power Query.
- Mastery of Earned Value Management (EVM) experience with SPI (Schedule Performance Index) and CPI (Cost Performance Index)
- Field-to-Office Bridge (Quantity Surveying & Site Experience) experience with site-based progress tracking and verified physical quantities against contractor invoices.
- Governance, Training, and Process Improvement -experience writing SOPs (Standard Operating Procedures), developing training materials, or leading continuous improvement initiatives.
- Preferred Skills & "Nice to Haves"
- Experience with intermediate programming and data modeling, including VBA, DAX, M, Python, R, or SAS.
- Familiarity with SAP and Power BI dataflow authoring.
- Previous experience working directly with utility contractors and a deep understanding of operational landscape.
- Education and Certifications
- Bachelor’s degree in Engineering, Construction Management, Business, or an equivalent combination of relevant field experience.
- Project Management Professional (PMP®) designation, preferred

- Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
- Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
