Overview
- The Project Management Specialist conducts project health assessments, working closely with Project Development, Project Execution, and BU stakeholders to understand project drivers around project management, engineering, quality, construction, and project controls encompassing infrastructure projects from GDS, GTM, LP, and Power.
- Depending on the scope of the assessment being conducted, the Project Management Specialist may work independently or lead assigned teams of professionals when performing project health assessments.
Responsibilities
- A key task of this role will be conducting health assessments on projects identified by Projects Leadership to be at risk of not meeting their defined business objectives.
- Project health assessments typically include the following components:
- Mobilization –triggered for projects experiencing significant cost pressure, schedule pressure, scope or development issues, non-technical risk, or execution issues.
- Diagnostics –interacting with the project team to understand the concerns, issues, and complications impacting the project.
- Recovery plan –working with the project team to produce a plan to address the key project issues including supporting and monitoring implementation of the plan.
- Lessons learned –capturing lessons learned, informed by the implemented recovery plan for future projects and deploying any resulting corrective actions.
- Also conducts project health assessments on a proactive basis (i.e., on project not identified by Project leadership to be at risk) to ensure consistent implementation of corporate practices, processes and standards across the Projects organization including project management, engineering, quality, construction and project controls.
- Leads a team of professionals on a per assignment basis with a dotted line from other groups within Project Assurance, including the Project Management Office and the Projects Technical Management Office.
- Works closely with project development teams, project execution teams, centralized functions, and/or key BU stakeholders as required, to evaluate the current state of assigned projects.
- Develops lessons learned and corrective or preventative actions for implementation across the Project organization based on health assessment findings.
- Develops comprehensive recovery and improvement plans, identifying key stakeholders for buy-in and execution of the plans. Map out RAPID decision framework with assignments and due dates to monitor recovery and improvement plans through to completion.
- Regularly communicates progress to Projects Leadership and other leaders across the organization up to and including the ELT.
- Maintains, builds and improves strong positive relationships with project teams and stakeholders.
- Promotes commitment to the organization’s vision, values and direction.
- Anticipates and effectively deals with concerns and resistance to change.
- Facilitates the acceptance of change of affected projects and ensures the consistent implementation of the Project organization practices, processes and procedures across all projects.
- May participate in internal and external committees to support client’s initiatives as required.
Qualifications
- Professional Engineer designation or equivalent formal technical education background focused in the resource industry, project management and construction.
- Minimum ten years of progressively responsible working experience in the pipeline industry, including a strong working knowledge of pipeline and facilities engineering, construction, and project controls principles, and/or project management experience in North America.
- Project experience in the role of Project Manager responsible/accountable for all project functions from inception to closeout.
- Ability to communicate effectively, both verbally and in written form. This includes the ability to effectively interact with peers, internal stakeholders, and engineering contractors. Strong written communications abilities, including preparation of ELT and Board of Directors quality of documentation.
- Excellent leadership, problem solving, conflict resolution and interpersonal skills.
- Ability to predict obstacles, challenges and risks to proactively determine mitigation strategies and innovative solutions to problems.
- Familiar with industry codes, regulations, standards and specifications in Canada and the US.
- Experience with quality management processes and systems.
- Ability to prioritize and manage multiple assignments and meet established deadlines.
- Collaborative, team and service-oriented work style.
- Motivated self-starter who works well with a small team of multi-discipline professionals.
Preferred Qualifications
- PMP Certification.
- Knowledge of financial and administrative processes.
- Risk management, project economics and finance in depth understanding a key skill set.
- Exposure to both gas, oil and power related projects.
