Raise is currently hiring a Site Engineer – Vancouver Island on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada.

Description

Our Client is seeking a highly skilled Site Engineer with a specialized background in Civil and Geotechnical Engineering to support underground utility construction and design projects on Vancouver Island.

As a key member of the Construction Management team, you will act as the field representative for the Professional of Record (PoR). You will be responsible for ensuring that all contractor work aligns with technical specifications, maintaining rigorous documentation, and managing conflict logs. This role requires a transition to night shift work for approximately the first 7–8 months of the assignment.

Accountabilities

  • Engineering Design & Documentation
  • Assist in the development of engineering design documentation, including design basis reports, scopes of work, construction work packages, and material take-offs.
  • Develop, review, and coordinate civil engineering design drawings, technical specifications, and contract documents.
  • Prepare engineering analysis and signed/sealed deliverables as Professional of Record (PoR) in accordance with EGBC and company Design Practices (e.g., evaluation reports, calculations, hazard logs).
  • Perform design reviews and stability/seepage analyses for embankments, slopes, and excavations.
  • Carry out embankment dam design and performance assessments, including filter compatibility, internal erosion, and potential failure modes.
  • Design geotechnical instrumentation, ground improvement, and grouting programs, utilizing knowledge of both conventional and remote sensing techniques.
  • Design shallow foundations, retaining walls, and soil anchors, incorporating geotechnical earthquake engineering and seismic hazard analysis.
  • Field Investigations & Site Analysis
  • Lead site investigation planning and supervision for stations and dams, including layout of drill holes, test pits, logging of soils/rock, and installation of instrumentation.
  • Collect and interpret data from site investigations and published sources, such as LiDAR, satellite imagery, GIS, and soil maps.
  • Characterize soil sites into units and estimate engineering parameters based on geologic history and investigation data.
  • Support route selection studies and identify potential conflicts during daylighting and early project investigation phases.
  • Perform spatial analysis of geotechnical data in GIS and review documents for 3D CADD/GIS model development.
  • Construction Support & Inspections
  • Provide technical field support and undertake field reviews as required by EGBC and  policies.
  • Respond to Requests for Information (RFIs), Substitution/Equivalency Requests (SRQs), and issue field instructions on behalf of the Engineer of Record.
  • Conduct regular construction site inspections to verify compliance with approved drawings, technical specifications, codes, and applicable standards.
  • Perform constructability assessments and participate in inspections throughout the project lifecycle.
  • Supervise earthwork construction and carry out reviews of contractor deliverables for accuracy and regulatory compliance.
  • Project Coordination & Compliance
  • Coordinate with multidisciplinary design teams to ensure alignment with project requirements, constructability, and schedule objectives.
  • Prepare and maintain project documentation, including site inspection reports, deficiency lists, non-conformance logs, and corrective action communications.
  • Liaise with construction management, contractors, and stakeholders to support safe and compliant project delivery.
  • Promote and enforce health, safety, and environmental (HSE) requirements on-site in compliance with safety regulations and company policies.
  • Assist with commissioning activities and project close-out, including as-built drawings, design conformance certificates, and Construction Completion reports.

Qualifications

  • 8 years of experience in a relevant engineering field  with proven experience in underground utility construction and design (experience specifically with underground transmission lines is highly preferred).
  • Knowledge and experience in geotechnical engineering including: soil mechanics, site investigation, in-situ testing and lab testing, deformation and seepage analyses, dam engineering, design and analysis, dam performance assessment, dam surveillance, geotechnical instrumentation and monitoring, grouting and ground improvement, seismic hazard, and geotechnical earthquake engineering, foundation design, retaining wall design, seepage and groundwater transport, slope stability, design foundations, and design of drainage and dewatering systems.
  • Working knowledge of relevant software, including Rocscience products (RS2, RocFall, Dips, etc.), Geoslope (Slope/w, Seep/w, etc.), FLAC, PLAXIS, VERSAT, FEFLOW, MODFLOW, etc.
  • Ability to work independently, exercising judgment and initiative with limited supervision.
  • Ability to analyze and resolve challenging and unusual engineering problems by incorporating innovative design and/or analysis methods.
  • Ability to provide technical directions to junior engineers.
  • Ability to manage design tasks including scope, schedule and cost.
  • Ability to find engineering solutions that add value and to reach consensus.
  • Ability to communicate efficiently including verbal and technical writing in the English language, analytical, interpersonal communications and presentation skills.
  • Experience in project management including estimating, cost control, and project administration.
  • Strong interpersonal, communication, and organizational skills and the ability to work in a team environment.
  • Strong proficiency of both written and oral communication in English and be able to prepare well-written technical reports and clearly present work to an audience.
  • Valid British Columbia Class 5 driver’s license.
  • Education and Certifications
  • Degree in Geotechnical, Geological or Civil Engineering.         
  • P.Eng and will be required to Provide Proof of Permit to Practice, registered with EGBC when hired

Additional Information

Assignment include working night shifts . No Fly-in/Fly-Out. Candidate shall relocate to Victoria. No Accommodation will be provided

Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
