Responsibilities:

• Manage, oversee, track, and update large complex projects, including the schedule, risks, and deliverables.

• Provide support to the project team and Ministry partners to complete and manage all required aspects of the project including documentation.

• Work with project team to ensure successful delivery for the Public Safety Radio Network (PSRN) project.

Skills

Experience and Skill Set Requirements:

• Develop project or detailed plans that identify resource, time, and budgetary needs.

• Overall management of the monthly governance cycle: collection; editing; development of new materials.

• Provide feedback, advice, project updates and encouragement to team members.

• Synthesize project reporting status and progress across committees, senior management input and overall strategy.

• Develop executive project status briefings, brief senior management and develop new revised content with short turnaround times with a quality focus.

• Working with the GMCB managers and team representatives and in partnership with other project managers to develop integrated project reporting.

• Managing deliverables and dependencies that cross multiple in-flight projects.

• Supporting the PSRN Program by proactively identifying, communicating, and managing multi-faceted risks and issues to deliver superior customer service experience and to support efficient and effective project delivery.

• Interacting directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships to ascertain clear mitigation strategies and to provide further details on project issues/activities.

• Developing detailed content and presenting ministry-specific dashboards, reports, and other project management collateral for OPS Executive committee material and briefing presentations.

• Proactively communicate risks and issues pertaining to the PSRN projects, describing mitigation options, and preparing/researching these through PSRN governance committees. 

• Establishing trust with vendors, stakeholders, and peer groups across ministries through effective relationship management. 

• Creating or supporting the development/ updating of project artifacts, associated documentation, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs), executive presentations, etc. 

• Work with senior project managers to describe project implementation plans that have clear target dates and monitor progress against them.

• Develop material to describe the financial management of project as necessary or if needed.

• Developing briefing materials to describe complex network implementation and or transition and migration strategies with cross stream dependencies including vendor activities.

• Developing and providing communication material on implementing network implementation and or transition plans. 

• Managing large-scale, complex, development of monthly PSRN governance committee material, attendance and developing/maintaining related terms of reference.  

• All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS. 

• At least 7 years of experience in a director role in a technology or telecommunications role that has extensive experience in project/program management in large scale, multiyear, complex technology projects.  

• At least 4 years of demonstrated experience in a senior management position accountable for the delivery of large-scale public safety radio or telecommunication infrastructure projects.

• In-depth knowledge of, and direct proven experience applying all phases (concept, definition, planning, implementation, and closeout) of advanced project management concepts, practices, and procedures to a large-scale, complex, high-value projects in order to meet critical timelines in a public safety environment.

• Communication skills that support the translation of technical information to support delivery of executive presentations, briefing notes, and synthesis of key major project and operational issues.

• Proficiency in creating and managing project schedules using MS Project and Excel, developing/ assessing process flows, Visio, and establishing/ reviewing/ updating key performance indicators (KPIs). 

• Ability to proactively identify and communicate risks, issues, or problems, gather relevant information, perform analysis, develop options and recommendations; and build reports to support decision-making on project scope, schedule, cost, etc.

• An experienced senior leader with OPS executive experience with the ability to lead monthly executive review cycles, monitor progress, provide guidance on the development of strategies.  

• Strategic orientation: able to develop multi-year strategies and operational plans while building relationships within the team and with key stakeholders. 

• Direct business experience in the use of, supporting policies and technical knowledge of radio and/or telecommunications systems.

• Excellent executive communication and organizational skills. 

• Problem solver: ability to quickly identify and analyze risks, issues, and problems, develop mitigation options and make appropriate recommendations for resolution. 

• Experience facilitating effective meetings; creating and maintaining associated documents including minutes, action items, RACI charts, risk logs, critical path, etc. 

• Superior consultation, negotiation, and relationship management skills; able to create a positive team environment.

• Proficiency in creating and managing project schedules using MS Project and Excel, developing/ assessing process flows, Visio, and establishing/ reviewing/ updating key performance indicators (KPIs). 

• At least 7 years of experience as a director/executive in project/program management in a government role.

• At least 4 years of demonstrated experience in managing large scale public safety radio or telecommunication infrastructure projects.

• Proven ability to manage a demanding workload with senior government officials.

Program Management Skills -35 points

• In-depth knowledge of, and direct experience directing all phases (concept, definition, planning, implementation, and closeout) of advanced project management concepts, practices, and procedures to a large-scale, complex, high-value government projects in order to meet critical timelines. 

• Proven ability to manage a demanding workload with senior government officials.  

• A professional who can work without immediate direction while successfully informing management of required support (when needed).

• Ability to apply and interpret business rules and concepts in daily work.

• Demonstrated experience in managing project activities across multiple complex technology projects.

• Experience leading strategic planning sessions, or operations review sessions, involving multiple projects and working across teams to achieve project goals or resolve current operational issues.

• Demonstrated senior experience leading governance committee meeting material development, meetings, preparing and distributing/ presenting project updates, progress reports, risk mitigations, recommendations, etc. to project stakeholders.

• Experience developing, implementing, and developing communication material for complex network transition and migration strategies.

• Ability to integrate vendor commitments into overall project reporting and report where contractual obligations are met.

• Experience managing complex interdependencies related to key contract deliverables.

• Experience in applying knowledge of industry standards and methodologies (security standards).

• Demonstrated experience identifying and evaluating specific issues or risks, providing options analysis, and recommending action plans to mitigate the risks.

• Demonstrated experience with standard project communications tools, such as, PowerPoint, Visio, MS Office Suite, SharePoint, PowerBI or equivalents.

• Experience developing/reviewing and maintaining project management artefacts/project collaterals, such as, meeting minutes, project plans, briefing notes, change requests with a view of business acuity.

• Experience leading/directing with both the business users and technology / infrastructure teams. 

• Excellent planning and time management skills with a focus on attention to detail.

Communication and Relationship Management -25 points

• Excellent communications skills, both written and verbal. Able to succinctly articulate key project information in a politically astute manner to executive decision makers.

• A leader with the ability to coordinate multiple tasks, engage junior staff, monitor progress, provide guidance and communicate milestones.

• Able to build relationships with senior project partners, establish trust, and establish a common/ shared goal through effective facilitation, consultation, and interpersonal skills.

• Experience developing and presenting briefing notes, status reports, communications, team & executive presentations. Attention to detail and quality.

• Direct experience in presenting/working with executive offices that demonstrate business acumen and discretion.

• Communication skills that support the translation of technical information to support delivery of executive presentations, briefing notes, and synthesis of key major project and operational issues.

Public safety radio or telecommunications infrastructure experience in a large public sector entity -20 points

• Direct business experience in the use of, supporting policies and technical knowledge of radio and/or telecommunications systems.

• Director/executive experience working on related large and complex projects.

• Demonstrated experience of leading and delivery complex technology projects which includes multiple stakeholders in a broader public sector (BPS) public safety environment.  

• Experience in projects involving, network design, network implementation, civil structures, user equipment distribution, operations, and governance.  

• Knowledge and experience both in strategic and operational public sector governance models, experience managing complex, multi-unit, multi-stakeholder, and multiple levels of public sector executive stakeholder project team. 

• Demonstrated experience developing mutually beneficial relationships with public sector entities in a public safety environment.

Analytical and Problem Solving -20 points

• Ability to proactively identify risks, issues, or problems, gather relevant information, perform analysis, develop options and recommendations in a technology delivery environment; and build reports to support decision-making on project scope, schedule, cost.

• Accurately document issues, gaps, and inconsistencies when they happen and develop strategies/ mitigations/ lessons learned.

• Utilize judgement to explore cross team/ project opportunities for improvement.

Must haves:

7 years experience working in a senior leadership/director on technology projects for the Ontario Government/ Federal Government / Broader Public Sector.

Demonstrated enhanced communication skills that support the translation of technical information to support delivery of executive presentations, briefing notes, and synthesis of key major project and operational issues.

Direct business leadership experience in the use of, supporting policies and technical knowledge of radio and/or telecommunications systems in a public safety environment
