Engineer, P&C SCADA Systems Design

Raise is currently hiring an Engineer, P&C SCADA Systems Design on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada
Note: The primary pay rate is based on the rate for an incorporated contractor who owns their own business. However, we will also consider applications from candidates interested in a T4 arrangement, where applicable.
Description
The Engineer, P&C SCADA Systems Design operates under general supervision, allowing you to use initiative and judgment to develop innovative engineering techniques while managing distinct projects or major project components. You will also provide technical leadership and guidance to assigned staff and external service providers, ensuring all work strictly aligns with utility standards.
The Protection & Control (P&C) Engineering SCADA Design Team provides critical engineering expertise and support to high-voltage transmission substations, generating stations, and distribution facilities across the network. As a core member of this team, you will design, develop, test, and integrate complex remote monitoring and control equipment for multi-discipline capital projects.
Responsibilities
- 1. Engineering Design & Package Delivery
- SCADA Design: Prepare detailed SCADA design packages, device point assignments, and complex configurations for transmission stations operating from 12kV to 500kV.
- Work Packages: Formulate comprehensive design work packages, including defined scopes, durations, and level-of-effort (LOE) estimates.
- Documentation: Author project documentation and deliverables in strict accordance with project and Engineering Design Practices (e.g., evaluation reports, specifications, proposals, estimates, design bases, calculations, hazard logs, and test plans).
- Procurement: Specify and procure specialized materials, panel assemblies, and other related SCADA equipment.
- 2. Technical Integration & Programming
- Device Configuration: Configure and program Remote Terminal Units (RTUs), gateway devices, user interfaces, network switches/routers, and associated Intelligent Electronic Devices (IEDs).
- Testing & Validation: Test and validate device configurations within a controlled lab environment; prepare and execute robust pre-commissioning test plans.
- Protocol Management: Leverage advanced understanding of utility protocols (DNP3, Modbus Plus®) and protocol test equipment/software to maintain system integrity.
- 3. Leadership, Field Support & Collaboration
- Construction Support: Provide technical assistance and construction support in the field, undertaking formal field reviews as required by EGBC.
- Technical Guidance: Offer cross-discipline integration guidance, factory testing support, installation oversight, and commissioning assistance throughout the project lifecycle.
- Training: Deliver specialized training for peers and end-users on the theory, maintenance, and operational utilization of installed or modified SCADA systems.
- Relationship Management: Maintain strong, constructive relationships with internal and external clients, contractors, suppliers, and cross-functional utility teams.
Qualifications
- 3 to 5 years of directly related work experience in automation or control systems
- Direct experience with the design, programming, configuration, testing, and maintenance of GE RTU products (including GE D400, D20, D200, D25, and IBOX).
- Proven experience working with Ethernet networks, DNP3 protocol, Modbus Plus®, Cyber Security frameworks, and delivering Machine-to-Machine (M2M) networking applications.
- Strong familiarity with NERC standards (CIP compliance) within an electrical utility environment is highly desired.
- Education and Certifications
- University graduate in applied science or engineering
- Registered Engineer-in-Training or Geoscientist-in-Training with Engineers & Geoscientists BC or another jurisdiction and/or eligible for registration as such with Engineers & Geoscientists BC and will be required to Provide Proof of Permit to Practice, registered with EGBC when hired
Additional Information
- The Candidates in this role will be working a hybrid schedule and must be able to come to office at lest 2 days a week
- Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
- Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
