Pay Rate: $ 64.40 /hour, depending on experience

Contract Length: 1 Year 

Location: Castlegar, British Columbia 

Raise is currently hiring a Construction Officer – Castlegar on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Description 

The Construction Officer in this role will act as the primary construction site coordinator and inspector across multiple or large-scale civil, electrical, and mechanical utility projects. This role ensures that all site work, materials, project progress, and associated costs strictly align with client expectations, design specifications, and safety benchmarks.

This position requires a mix of technical inspection expertise, rigorous safety leadership, and strong contract management capabilities. Working conditions may include adverse weather, working at heights, or operating in underground environments.

Responsibilities

  • Site Coordination & Inspection: Inspect active construction work on substations, transmission lines, and hydroelectric equipment. Utilize advanced inspection procedures and deep construction methodology knowledge to ensure timelines are met and building/safety codes are adhered to.
  • Safety Leadership: Prioritize the safe execution of all site work. Conduct regular Safe Work Observations and enforce strict compliance with OSH Standards and WorkSafeBC regulations to continuously improve on-site safety performance.
  • Technical Support & Administration: Conduct or coordinate site testing, surveying, and estimating activities. Utilize a strong command of engineering drawings to ensure seamless project progression.
  • Contract Management: Support contract and work order administration. Collaborate closely with external contractors and internal construction services to verify that deliverables, materials, and costs meet precise project plans.
  • Subject Matter Expertise: Serve as a technical advisor on complex site issues, helping to build future capability, resolve technical roadblocks, and mentor junior site personnel.
  • Stakeholder Communication: Respond professionally to internal and third-party construction inquiries, representing the organization with excellent verbal, written, and interpersonal communication skills.

Qualifications

  • 7 years of hands-on construction experience.
  • Proven experience operating in a Supervisor or Foreperson capacity, managing site crews and daily operations.
  • Demonstrated capability to interpret, negotiate, and manage construction contracts, ensuring strict compliance with all terms and conditions.
  • Advanced working knowledge of safety standards and regulations (e.g., Occupational Safety and Health, WorkSafeBC).
  • Strong ability to read, interpret, and work from complex engineering and architectural drawings.
  • Advanced professional English proficiency (both written and spoken) for documentation, reporting, and regular stakeholder management.
  • Preferred Qualifications (Nice to Have)
  • Prior experience working within a Utility environment or on large-scale power generation/transmission infrastructure projects.
  • Education and Certifications
  • Diploma of Technology (Civil & Structural, Electrical, or Mechanical) from an accredited Institute of Technology, OR a relevant trades apprenticeship/equivalent qualification.
  • Supplemental training in Contract Law is required.
  • Valid Class 5 Driver’s License in good standing with access to a reliable personal vehicle.

Additional Information 

  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
