  • Pay rate: 126.00/hour (based on experience)
  • Contract Length: 1 year
  • Location: Burnaby, BC (Edmonds) – Hybrid work model. Preference for local candidates; remote candidates considered if fully qualified.

 Raise is currently hiring a Specialist Project Engineer – Transmission – Telecom member on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader.

Note: The primary pay rate is based on the rate for an incorporated contractor who owns their own business. However, we will also consider applications from candidates interested in a T4 arrangement, where applicable.

Description

The Specialist Project Engineer applies advanced engineering judgment to deliver innovative, compliant, and practical telecom engineering solutions for transmission and operations environment. The role involves independent technical decision-making, coordination of multi-discipline teams, and close collaboration with internal and external stakeholders.

This role supports medium to highly complex utility projects, providing senior-level engineering leadership across transmission telecom systems while ensuring safety, quality, cost, and schedule objectives are met.

Responsibilities

  • Develop and recommend safe, compliant engineering designs for medium to highly complex transmission telecom projects.
  • Lead or coordinate multi-discipline design teams and provide technical guidance to other engineers.
  • Resolve complex and unusual design and field engineering issues through independent studies and analysis.
  • Define scope, establish design criteria, and approve technical documentation.
  • Monitor and report on progress against safety, cost, quality, and schedule targets.
  • Review contractor work, recommend payments, and support change management for plans and estimates.
  • Contribute to engineering standards, practices, and future capability development.
  • Deliver high-quality stakeholder and customer service throughout the project lifecycle.

Qualifications

  • Bachelor’s degree in Electrical Engineering, Telecommunications, or a related field.
  • Registered Professional Engineer (P.Eng.) or Professional Geoscientist (P.Geo.) in Canada; eligible and in good standing with Engineers & Geoscientists BC (EGBC).
  • 10+ years of experience in telecom engineering, including significant experience in the electrical utility industry.
  • 4+ years of experience leading or coordinating multi-discipline design teams.
  • 5+ years of experience focused on QoS and traffic engineering.
  • Strong knowledge of IP/MPLS, QoS mechanisms (e.g., DiffServ, RSVP-TE), and traffic engineering principles.
  • Familiarity with OT telecom systems and standards.
  • Experience with telecom systems such as microwave, fibre optic, and power line carrier, including associated infrastructure (structures, antennas, radios, battery banks, control rooms, remote buildings, generators).
  • Nokia NRS II or Nokia Certified Service Routing Architect (SRA).

Preferred Qualifications:

  • CCIE, JNCIE, or similar advanced networking certifications.
  • Cybersecurity certifications (e.g., CISSP, ISA/IEC 62443).
  • Working knowledge of substations, protection, control, and integrated utility systems.

Education and Skills

  • Professional Engineer (P.Eng.) registration with EGBC (or eligibility).
  • Ability to apply independent judgment in complex technical and resource management decisions.
  • Familiarity with CAD systems and drawing standards.
  • Proficiency with industry-standard design and analysis software.
  • Intermediate MS Office skills (Word, Excel, PowerPoint).
  • Strong written and verbal communication, interpersonal, influencing, and conflict resolution skills.
  • Ability to work within professional Practice Management Plan and Quality Management framework.
  • Willingness to use digital sign and seal technology (e.g., Notarius).

Additional Information

  • Prior to commencement, the successful candidate must hold their own or their firm’s EGBC Permit to Practice.
  • All sealed work will follow EGBC bylaws and documentation retention requirements.
