Commissioning and Start-Up Lead
- Pay Rate: $83.72 – 102.13/hour, depending on experience
- Contract Length: 1 Year
- Location: Lloydminster, Saskatchewan
Raise is currently hiring a Commissioning and Start-Up Lead on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, the third largest producer of Canadian oil and natural gas and the second largest refiner and upgrader with extensive midstream and downstream infrastructure.
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The CSU Lead in this role will be responsible for planning, coordinating, and executing Commissioning and Start-Up (CSU) activities for assigned projects. This role ensures safe, efficient, and timely integration of new assets into operations while meeting standards for safety, quality, and reliability.
Responsibilities
- Commissioning Planning & Execution
- Develop CSU execution plans, schedules, and budgets.
- Review and prepare Commissioning Work Packages (CWPs) and system dossiers.
- Coordinate multi-discipline commissioning teams and third-party contractors.
- Manage commissioning stage activities including FAT, SAT, leak checks, air blows, purging, and first fills.
- Ensure all commissioning stage testing requirements are met and documented.
- Project Integration & Operations Readiness
- Coordinate SIMOPS for brownfield projects with maintenance and operations teams.
- Oversee LOTO, permitting, and equipment loading into SAP.
- Support creation of PM plans, procedures, manuals, and reliability monitoring setups.
- Facilitate operations training and onboarding for new systems.
- PSSR & Punch List Management
- Lead Pre-Startup Safety Review (PSSR) planning and execution.
- Track and close punch list items in collaboration with project stakeholders.
- Ensure all reliability and maintenance deliverables are completed for sign-off.
- Turnover & Close-Out
- Support walkdowns and deficiency resolution with Project and Construction Managers.
- Ensure completion of all project scope requirements and facilitate Turnover of Care, Custody, and Control (TCCC).
- Upload all relevant documentation to SharePoint and update trackers.
- Health, Safety & Environment (HSE)
- Implement and enforce site-specific safety policies and procedures.
- Maintain records of safety and environmental training for commissioning teams.
- Participate in audits, inspections, and safety meetings; ensure corrective actions are completed.
- Promote Behavior-Based Safety and proactive hazard identification.
- Reporting
- Provide regular progress updates on CSU activities to the Project Manager.
Qualifications
- 10 to 15 years of experience in commissioning and start-up within oil & gas or heavy industrial projects.
- At least 5 years in a Lead or Supervisory role overseeing CSU activities for large-scale capital projects ($50M+ range).
- Experience managing SIMOPS (Simultaneous Operations) in brownfield environments,
- Strong knowledge of CSU planning, execution, and integration with operations.
- Familiarity with SAP, PM plan development, and reliability processes.
- Experience taking projects through the entire lifecycle, from Initial Planning and FAT (Factory Acceptance Testing) to TCCC (Turnover of Care, Custody, and Control).
- Proven leadership and stakeholder engagement skills.
- Experience overseeing third-party vendors and ensuring they adhere to site standards.
- Commitment to HSE excellence and regulatory compliance..
- Education
- Bachelor’s Degree in Engineering (Mechanical, Electrical, or Chemical) or a Technical Diploma or Journeyman Trade Certificate (e.g., Instrumentation or Electrical) with extensive lead experience
- Certifications: such as PMP or CAPM (nice to have)
- Ability to act as the primary bridge between Construction Managers, Project Managers, and Operations teams.
Additional Information
- Schedule: 10 hours a day, 5 days a week.
- Some OT may be required based off business need. Pre-approval would be required in advance of OT time worked.
- This is a site-based role in Lloydminster, SK. Travel may be required to support project activities.
