  • Pay Rate: $103.32 /hour, depending on experience

Raise is currently hiring an LMS Project Manager on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is a specialized municipality located in the Heart of Alberta.

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Description 

Our client is seeking a highly skilled Project Manager to lead Phase 2 of the Oracle Learning Cloud implementation. Following a successful Phase 1 foundational launch, Phase 2 focuses on full-scale functionality, including content migration, advanced compliance tracking, third-party integrations (LinkedIn Learning), and organizational-wide adoption.

The Project Manager will be responsible for the end-to-end delivery of the project, ensuring that the system becomes the "single source of truth" for all learning records while meeting strict timelines, scope, and budget requirements

Deliverables

The Project Manager will be held accountable for the following formal outputs:

  • Project Plan: Detailed roadmap, timelines, and resource schedules.
  • Governance Documentation: Monthly time tracking, status reports, and risk/issue logs.
  • Business Requirements: Validated documentation of LMS workflows and functional needs.
  • UAT Coordination: Managed testing cycles and feedback loops for system validation.
  • Change & Training Strategy: Executed communication plans and adoption materials.

Working Conditions & Assumptions

  • Remote Work: Services will be provided remotely using M365 environment.
  • Hours: Standard working hours are 8:30 AM to 4:30 PM MST/MDT, weekdays.
  • Technical Access: Work will be conducted primarily in non-production environments; the Project Manager will coordinate with personnel for production deployments.
  • Flexibility: Work volumes may fluctuate; services are provided on an "as-needed" basis within the project term.

Responsibilities

  • As the lead for Phase 2, you will modernize training delivery and enhance employee development across the County by overseeing the following:
  • Project Leadership: Develop and maintain a comprehensive project plan, including milestones, resource allocation, and budget tracking.
  • Technical Coordination: Liaise with the LMS Technical Lead and IT services (ITS) to oversee configuration, workflow development, and technical stabilization.
  • Content & System Integration: Oversee the migration of all training content and the integration of external providers like LinkedIn Learning.
  • Functional Enhancements: Enable advanced features such as automated compliance reminders, instructor-led training (ILT) tracking, onboarding journeys, and skill/competency tagging.
  • Change Management: Drive user adoption by overseeing communications, supporting training sessions, and managing stakeholder engagement across HR and various business units.
  • Governance & Risk: Lead steering committee updates and executive reporting. Proactively identify risks and implement mitigation strategies.
  • Validation: Organize User Acceptance Testing (UAT) and ensure configurations meet documented business requirements.

Qualifications

  • 7 years of experience managing enterprise-level projects, with a strong preference for HR Information Systems (HRIS) or LMS implementations.
  • Familiarity with Learning Management System (LMS) platforms (specifically Oracle Learning Cloud is a significant asset).
  • Proven expertise in change management, training strategies, and stakeholder relationship management.
  • Proficiency in the Microsoft 365 suite (Teams, SharePoint) for remote project collaboration.
  • Education and Skills
  • Bachelor’s Degree: Preferred in Business Administration, Human Resources, Information Technology, or Public Administration.
  • PMP (Project Management Professional) nice to have 
  • PROSCI or Change Management Professional (CCMP) nice to have 

Additional Information

  •  Based on 50% of a Full Time 35 hour work week
