Land Representative
- Pay Rate: $47.04/hour, depending on experience
- Contract Length: 1 Year

Raise is currently hiring an Intermediate Land Representative on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader.
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
As a Land Representative, you will be responsible for leading and coordinating all land-related activities for pipeline integrity and operations/maintenance projects. Acting as the land subject matter expert on project teams, this role ensures that land acquisition, land access, and landowner engagement are carried out in full compliance with company procedures and all regulatory, legislative, contractual, and financial requirements.
The position collaborates closely with internal groups—including Legal, Environment & Regulatory, Construction, Indigenous Relations, and Project teams—as well as with external stakeholders such as landowners, regulators, and industry partners. Key responsibilities include securing land rights, managing land access, addressing escalated land issues, and delivering public awareness and consent programs.
Importantly, this is a project leadership role aligned with industry positions such as Land Coordinator or Land Project Manager. It emphasizes planning, strategy, coordination, and risk management rather than transactional fieldwork. While field agent or land analyst experience is beneficial, candidates must demonstrate experience leading land scope on projects from the owner/operator perspective.
This role requires a sophisticated understanding of the Canadian regulatory landscape and the ability to "stick handle" high-stakes negotiations with landowners, municipal districts, and government bodies.
Role Accountabilities:
- Lead planning, coordination, and execution of landowner engagement and land acquisition/access activities.
- Identify land requirements, constraints, and risks for projects and business opportunities.
- Proactively mitigate or escalate land-related risks and issues.
- Serve as the primary land subject-matter expert on multi‑disciplinary project teams.
- Prepare and manage land-related cost estimates, forecasts, purchase orders, and cost tracking.
- Direct and oversee third‑party consultants (e.g., land brokers, appraisers) and manage performance.
- Establish and uphold quality standards for external service providers.
- Develop land strategies, recommendations, and execution plans aligned with schedule, cost, and regulatory requirements.
- Lead or support resolution of complex land matters, including claims, negotiations, arbitrations, and legal issues.
- Maintain clear, professional communication with internal and external stakeholders.
- Support continuous improvement of land processes and integration of land functions in project execution.
- Serve as a knowledge resource and mentor within the land and project community.
Qualifications:
- 6+ years of related industry experience in progressively responsible positions
- University degree in related discipline (an equivalent combination of experience and other post-secondary education may be considered).
- Project Management Professional (PMP) certification considered an asset
- Experience in development of renewable energy projects considered an asset
- In-depth knowledge of the execution of land practices and processes in the Canadian pipe and power and storage industries
- Detailed knowledge of the Canada Energy Regulator (CER), Alberta Energy Regulator (AER), BC Oil and Gas Commission regulatory regimes required
- Ability to set quality standards and protocols for third party brokers
- Detailed knowledge of federal and provincial legislative and regulatory requirements for Land, and the ability to apply such knowledge
- Excellent communication, presentation, writing and facilitation skills
- Demonstrated negotiation skills, and proven ability to lead land negotiations
- Proficient with Microsoft Office applications, especially in Word, Excel, and PowerPoint
