RESPONSIBILITIES

KEY CONTRIBUTIONS

Functional/Technical

Carries out and/or strategizes the analysis of Track and Right of Way Infrastructure asset performance to improve resiliency and assist in the overall planning, execution, and quality assurance of the department’s Asset Management Plan. This involves:

• Develop, maintain, and support the Risk Management System to help identify high risk drivers and assist in creating a mitigation plan. Liaise with stakeholders from the Rapid Transit – Performance Management team to ensure accurate risk evaluation and implementation of risk management standards.

• Manages the corporate Infor database systems and providing updates and analysis based on information obtained from field level inspections and reports.

• Dissect and evaluate raw data to identify areas of consistent & problematic impairment, such as; Track Geometry & Rail Flaw testing portfolios, to identify trend setting parameters, interpret systemic infrastructure concerns, and develop KPI performance targets for continuous improvement.

• Develops and provides management with performance reports (e.g. on-time performance, and analysis of delay trends) to identify negative trends and improvements concerning types of delay, specific trends, and corridor problems.

• Identification of repetitive data trends and bringing forward proposals to improve areas.

• Provide ad-hoc analysis on a variety of topics based on business needs in order to identify root causes and help the development of mitigation plans through evidence-based decision making

• Assist in preparation of presentations for senior management up to and including executive level; provide analysis, visualize results, and summarize findings in presentation slides.

• Focus on identifying lifecycle cost objectives, using data to demonstrate areas of potential State of Good Repair programs (SOGR).

• Support in the development of the monthly and annual safety (KPI) Key Performance Indicators and provide progress reports. Additionally, reporting against operational support processes to identify common areas of concern/issue and providing recommendations for improvement.

• Monitor the department’s operational performance by tracking OTP performance across all subdivision and track related delay codes, and prepare weekly comprehensive summaries showcasing leading failures and immediate causal factors. Participate in multi-stakeholder OTP erosion meetings, improving and harmonizing OTP calculation and communication across the organization.

• Develop OTP forecasting model based on historic information; liaise with stakeholders from multiple departments (e.g. Rapid Transit Performance Management Team) to gather feedback and harmonize OTP (target) calculation methods across teams.

• Collect, clean, and analyze meteorological data such as precipitation levels, temperature, and wind speed; cross reference this data with certain failure types (e.g. rail breaks due to temperature swings) and also the implementation of any storm protocols in order to improve future performance.

• Review (TQI) Track Quality Index performance, overlay repetitive data, and help prepare proprietary dashboards of itemized infrastructure deficiencies for departmental review and investigation. Collaborate with field specialists to demonstrate focused areas of concern and provide proposals on improvement strategies.

• Liaise with internal stakeholders to review frequent failure points in the field and track remedial actions implemented by interdepartmental SOGR initiatives.

• Collaborate with both internal and external stakeholders to develop a graphic user interface in a dashboard format to identify key performance and areas for monitoring areas of concern.

• Conducting and/or directing various data analysis and cost/benefit studies of the Asset Management Plan, including interpreting results of studies, as well as developing and recommending alternatives to improve deficiencies and enhance operational efficiencies.

• Providing end to end analytical, document control, and asset management handover support for the development of all preventative, planned, corrective, and regulatory maintenance schedules deployed through the use of our Asset Management registry

• Collaborate with dedicated field personnel to strengthen our Enterprise Asset Management registry by providing technical and analytic support in navigating proprietary documentation platforms.

• Liaise with various internal/external business units to consolidate necessary asset document changes, revise data registry mapping within our Asset Management system, and submit notice of change to affected stakeholders

• Preparing and monitoring performance measures for various aspects of the business to ensure safety, efficiency and quality of services provided;

• Recommending priorities and assisting departmental staff with respect to critical areas for improvement;

• Working with the Safety Assurance, Bridges & Structures, and Track Protection departments to ensure the provision of appropriate analytic support;

• Developing and recommending various programs to improve departmental communications, joint problem solving and customer interactions;

• Researching information and preparing/presenting various reports and recommendations related to the work;

Customer/Stakeholder

• Regular contacts are with all levels of employees and management staff up to and including the Director – Track Maintenance Delivery to provide information, advice, support and recommendations regarding operational asset performance, issues, efficiencies, trending failures, lifecycle resiliency, etc. External contact is with other contractors, equipment suppliers and technical resource personnel.

• Delegate tasks and responsibilities to stakeholders to provide directional guidance and actively leads and participates in various meetings, and represents Metrolinx at conferences, committees, presentations, and will be actively involved in the analytics of our asset management registry which will include recommending improvements and delegating asset hierarchy changes based on business evolution within our EMMS platform to maintenance vendors and contractors.

• Updates management and other stakeholders on trends occurring within the Track Infrastructure department and providing possible solutions or recommendations of appropriate actions.
