Raise is currently hiring a Senior Cost Estimator on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada.

Description 

As a Senior Cost Estimator, you will serve as a high-level technical expert responsible for the financial architecture of our clients capital projects. You will leverage your Professional Engineering (P.Eng.) background to develop comprehensive direct and indirect cost estimates and high-level schedules for complex transmission line (69kV – 500kV) and substation projects.

You will guide projects through the entire lifecycle—from Planning and Identification to Definition and Implementation—ensuring that all estimates align with AACE international standards and ’s rigorous safety and quality protocols.

Responsibilities

  • Estimate Development: Prepare detailed cost estimates for labor, materials, equipment, and services for overhead, submarine, and underground cable projects.
  • Project Structuring: Collaborate on project scope and contracting plans to establish the Work Breakdown Structure (WBS).
  • Risk & Analysis: Conduct Monte Carlo and ValidRisk simulations to address uncertainty; analyze contractor variances and complex vendor change requests.
  • Technical Oversight: Review work packages from consultants and internal staff to ensure accuracy, "bid-ability," and adherence to accepted engineering practices.
  • Regulatory Support: Prepare technical data and documentation to support ’s regulatory filings and processes.
  • Leadership & Mentoring: Supervise and coach junior engineers and consultants, fostering a culture of technical excellence and continuous improvement.
  • Stakeholder Management: Conduct and present estimates at management review meetings, addressing critical issues related to project scheduling and budget.

Qualifications

  • 8 years of combined experience in engineering and construction including at least 4 years related experience in heavy industrial projects estimating and scheduling working on varied complex utility contracts projects up to or in excess of $100 million in total project value. 
  • Experience should be primarily in the area of estimating rather than project control. Preferably this experience is for power utility transmission lines (overhead & underground) and substation related projects.
  • Demonstrated proficiency as a senior estimator with a solid understanding of estimating principles and practices, including risk, accuracy, Monte Carlo/ValidRisk simulations, market and industry conditions.
  • Demonstrated knowledge and experience with multi-discipline engineering design (electrical, protection and control, civil, geotechnical, etc.)
  • Working knowledge of project management principles
  • Knowledge of, and experience with estimating and scheduling software and proficiency with MS Office (including MS Word, Excel, & PowerPoint), and ability to develop and work with computer models.
  • Additional Requirements
  • Valid Class-5, or equivalent, driver's license, and able and willing to travel and occasionally work at remote B.C. locations, and as a condition of employment maintain your Class 5 Drivers license in Good Standing
  • Experience in preparing substation conceptual layouts (for electrical discipline) based on single line diagrams.
  • Education and Skills 
  • Bachelor of engineering degree in the Electrical or Civil disciplines; preference will be given to candidates with an electrical engineering background
  • Registered Professional Engineer (P.Eng.) and will be required to Provide Proof of Permit to Practice, registered with EGBC when hired
  • Member of AACE International organization and familiar with the AACE’s estimating recommended practices is preferred
  • Well-developed and highly proficient English verbal and written communications skills
  • Excellent leadership, facilitation, negotiation and interpersonal skills.
  • Have a high level of initiative and ability to juggle multiple assignments and competing priorities.
  • Have demonstrated planning, organizational, analytical and problem solving skills and the good judgment to develop innovative estimating and planning techniques and to apply practical knowledge in the analysis and resolution of problems

Additional Information 

  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network
