Raise is currently hiring a Campbell River Dam Safety Projects – Contract Professional on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada.

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Description 

The Contract Professional for Campbell River Dam Safety Projects provides strategic leadership in the administration and resolution of complex contractual matters, overseeing commercial management activities across the Campbell River Dam Safety projects. This role is responsible for ensuring high quality deliverables, maintaining compliance with governance and documentation requirements, and driving continuous improvement in commercial processes and tools, quality deliverables, maintaining compliance with governance and documentation requirements, and driving continuous improvement in commercial processes and tools. 

Working collaboratively with senior leadership, project managers, and discipline leads, the Contracts Professional delivers expert commercial guidance, manages approval pathways, and oversees the performance of major construction contracts. The successful candidate will play a key role in managing claims, resolving contractual issues, and supporting day-to-day commercial responsibilities on large, high vvalue, and technically challenging construction contracts.

Responsibilities

  • Support early‑involvement activities during the pre‑award phase, including reviewing supply chain strategies, contracting plans, scopes of work, specifications, and draft procurement documents (RFP/RFT), and identifying opportunities to enhance vendor performance. 
  • Lead day‑to‑day commercial administration of construction contracts, including chairing kickoff and progress meetings, monitoring schedules and downstream reporting, managing contract changes, expediting deliverables, and overseeing contract closeout activities. 
  • Administer complex claims and disputes, including cause and effect analysis, documentation development, cost/schedule impact assessment, and support for negotiations and settlements. 
  • Develop and manage contract‑related work packages to support budgeting and resource planning. 
  • Provide specialized expertise in contractor schedule management (baseline/as‑built/forecast analysis), quantity tracking, change management, and claim evaluation. 
  • Serve as a construction contract subject matter expert to support Hydro Representatives and ensure consistent, compliant, and accurate contract administration practices across the projects. 
  • Exercise judgment in evaluating delay events, loss/expense, recovery strategies, and recommend compensation based on contractual entitlements. 
  • Coordinate and lead cross‑functional involvement for claim/issue reviews and ensure timely alignment across functional teams. 
  • Support detailed analysis of contractor performance, including data analytics, financial analysis, and claim validation.

Qualifications

  • 9 years of contract management work experience.
  • Advanced Commercial & Claims Management – Experience in forensic delay analysis or quantifying "loss and expense
  • Major Infrastructure "Boots on the Ground" Experience – understanding of the lifecycle of large-scale civil construction, not just general procurement.
  • Proficiency with Primavera P6 or Microsoft Project to analyze contractor performance.
  • Experience working within a structured project management office (PMO) where you managed "approval pathways" and strict documentation standards.
  • Experience acting as a Subject Matter Expert (SME) to project managers and discipline leads
  • Must have class 5 Driver's License in good standing with own vehicle.
  • Education and Certifications
  • Bachelor’s degree in Business, Law, Economics, or related discipline, or equivalent
  • Certificate in Project Management, Supply Chain Management or equivalent, an asset

Additional Information 

  • Occasional travel to sites – Once a month is the minimum.
  • If based out of Campbell River, frequent site visits are expected as the distance is within 25-30km.
  • Candidate must be located in the lower mainland or the Vancouver Island within a 150km radius to travel to sites.
  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
