Pay Rate: $45.48/hour on W2
Work Type: Onsite – Houston, TX 77002
Work Schedule: Monday – Friday | 8:00 AM – 5:00 PM CST
Duration: 6-month contract (with possible extension and/or conversion)

Job Overview:

* The Senior Prevailing Wage & Certified Payroll Specialist supports payroll accuracy and compliance by administering, validating, and preparing HR and payroll-impacting data in advance of payroll execution, with a specialized focus on certified payroll and prevailing wage compliance.
* This role ensures accurate reporting in accordance with federal, state, and local prevailing wage regulations and strengthens compliance, payroll data quality, and audit readiness.

Key Responsibilities:

* Support end-to-end prevailing wage and certified payroll processes.
* Collect, review, and validate payroll data for prevailing wage compliance.
* Prepare and submit certified payroll reports (e.g., WH-347 and state equivalents)
* Ensure employee classifications, wage rates, fringes, and hours align with wage determinations.
* Partner with Payroll to resolve discrepancies prior to payroll close.
* Monitor compliance with federal, state, and local prevailing wage requirements.
* Maintain documentation and audit-ready records.
* Respond to internal and external certified payroll inquiries.
* Track reporting deadlines and ensure timely submissions.
* Escalate compliance risks with recommended actions.
* Support process improvements and standardization efforts.

Supervisory Responsibilities:

* Coach and mentor less experienced team members
* Act as Subject Matter Expert (SME)

Qualifications:

* Bachelor’s Degree (accredited) in Computer Science, MIS, Business Administration, or related field.
* OR High School Diploma/GED with four (4) years of relevant experience.
* 2-4 years of certified payroll and/or prevailing wage administration.
* Certified Payroll Professional (CPP) or equivalent preferred.
* Hands-on experience preparing certified payroll reports.
* Strong understanding of federal, state, and local prevailing wage regulations.
* Experience with wage determinations and labor classifications.
* Strong data validation and quality control skills.
* Experience in payroll or shared services environments.
* Advanced knowledge of payroll/HCM systems (Excel, Oracle HCM, UKG, ADP, Workday)
* Ability to manage recurring compliance deadlines.

* Experience in Oil & Gas, Energy, or Manufacturing (10,000+ employee environments preferred)
