The Strategic Sourcing Professional in this role will  lead complex, high-value sourcing initiatives within the Technology and Corporate categories. As a key member of the Category Management organization, you will be accountable for the end-to-end procurement lifecycle—from the development of robust sourcing strategies to the execution of multi-stage RFPs and the final evaluation of responses.

This role requires a sophisticated understanding of public sector procurement law and the ability to navigate a large, complex organizational structure to deliver strategic value.

Responsibilities            

  • Sourcing Execution: Lead and manage high-value sourcing events for Technology (Software/Hardware, SaaS, System Integration, Infrastructure) and Corporate categories (HR Benefits, Environmental Services, Contingent Labour, Facilities Management).
  • Strategy Development: Develop and implement category-specific sourcing strategies using market research, supplier analysis, and critical thinking to mitigate risk and optimize spend.
  • RFP Management: Author comprehensive RFP documents, define evaluation criteria, and lead the cross-functional evaluation of proponent responses following established public procurement processes.
  • Negotiation & Contract Award: Conduct complex negotiations for initial awards and contract extensions, ensuring alignment with ’s operational goals and legal standards.
  • Stakeholder Engagement: Act as a subject matter expert, fostering productive relationships between Supply Chain, business partners, and external suppliers to resolve escalated issues and ensure contract compliance.
  • Process Excellence: Apply project management best practices to ensure all sourcing activities are delivered on schedule, with minimal oversight for medium-complexity tasks and strategic guidance for high-risk assignments.

Qualifications

  • 10 years in sourcing, category management, or a related supply chain function, preferably within a large-scale, complex environment.
  • Proven track record in Technology sourcing (IT infrastructure, managed services) and/or Corporate Services.
  • Direct experience navigating the nuances of public sector
  • Ability to translate market data and internal requirements into actionable sourcing strategies.
  • Advanced skills in MS Office (Excel, Word, PowerPoint) and experience with enterprise procurement systems (e.g., SAP, Ariba).
  • Advanced professional English (written and verbal) for drafting complex documents and facilitating decision-making among senior stakeholders.
  • Education and Certifications
  • Bachelor’s degree in Business, Supply Chain, Economics, Finance, or a related field.
  • Certifications (Assets): * SCMP (Supply Chain Management Professional) or equivalent.
  • Certifications in Project Management (PMP), Change Management, or Facilitation. 

     

Additional Information

  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
