Job Overview:
- The Pipeline Quality Assessor is responsible for monitoring construction-related processes and procedures across assigned regions to ensure compliance with company standards, regulatory requirements, and quality management expectations. This role performs process assessments on construction projects, supports contract exhibit reviews during the RFP and IFC phases, assists with specification revisions, and promotes continuous improvement across quality, compliance, and construction functions.
- The successful candidate will serve as a technical resource within the Quality Management team, analyze quality-related data, conduct field assessments, support regulatory audits, and collaborate with multiple internal and external stakeholders to ensure construction quality and regulatory compliance.
Key Responsibilities:
- Conduct field process assessments and monitor construction activities to ensure compliance with company standards, quality requirements, and applicable regulations.
- Analyze construction quality data, audit results, nonconformance reports, and investigation findings to identify trends and improvement opportunities.
- Support PHMSA audits, regulatory compliance initiatives, and project quality investigations.
- Review and revise specifications, procedures, work instructions, guidelines, and other quality management documentation.
- Assist with construction contract reviews and approvals throughout the project lifecycle.
- Monitor and maintain Operator Qualification (OQ) notifications and training compliance requirements.
- Lead and participate in Construction Quality meetings and provide technical guidance on quality-related matters.
- Train, mentor, and support onboarding of new Quality personnel while ensuring completion of required training programs.
- Serve as a Quality Management System (QMS) resource and promote continuous improvement initiatives across construction projects.
- Collaborate with cross-functional teams, including Compliance, Engineering, Pipeline Integrity, Supply Chain, and Operations, to support quality and regulatory objectives.
- Review vendor and supplier quality documentation to verify compliance with project and company requirements.
- Present quality and compliance information to stakeholders, maintain SharePoint quality communications, and represent the organization in industry forums as needed.
Working Conditions:
- Approximately 50% office-based and 50% field/travel-based.
- Primarily a field-based position supporting operations at the Spread 2 project office.
- Initial schedule is expected to be 5 days per week, increasing to 6 days per week during project ramp-up periods, with occasional 7-day workweeks based on project demands and construction activity.
- Frequent overnight travel required.
Qualifications:
Required:
- Minimum of 3 years of experience in the pipeline and/or facility construction industry.
- Minimum of 1 year of field construction experience included within the overall experience requirement.
- Thorough knowledge of pipeline construction practices, codes, standards, and regulatory requirements.
- Fundamental understanding of Quality Management principles and Project Management methodologies.
- Working knowledge of applicable regulations and standards, including:
- DOT 49 CFR Part 192
- DOT 49 CFR Part 195
- API 1104 (latest edition)
- Other applicable pipeline safety regulations
Preferred:
- Relevant industry certifications such as NACE Level 1+, CWI, API 1169, QMS Training, or Root Cause Analysis Training.
- Strong analytical, critical thinking, and problem-solving skills with the ability to troubleshoot technical and compliance-related issues.
- Knowledge of Governing Regulations (API 1104 Latest Edition, Pipeline Safety Regulations 192, 195, etc.).
- Strong written and verbal communication skills, including the ability to present information and train personnel.
- Experience developing and maintaining SOPs, work instructions, guidelines, handbooks, and other technical documentation.
