Responsibilities:
- This resource will coordinate cross-ministry governance, strategic planning, risk and issue management, stakeholder alignment and executive reporting in the discovery phase of this modernization initiative.
- The resource needs to act as the primary liaison between business partners, IT teams, and senior leadership, ensuring collaboration across all workstreams with the goal of securing a successful launch of a major enterprise I&IT project across EDU and MCURES portfolios.

Core Skills 45%
- Demonstration of strong project management experience with over 5 years of experience.
- Specific business/application knowledge related to applications used to calculate annual funding allocations.
- Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations.
- Change-management principles and methodology expertise.
- Manage project schedules, milestones, risks, issues, and key deliverables,
- Supporting TB/MBC and SPP submission activities.
- Coordinate procurement activities
- Prepare polished executive-ready presentation materials.
- Oversee deliverables, project governance submission and tracking (through Planview), and the I&IT UPM gateway process.
- Prepare executive briefings and future RFB planning
Other Project Management Skills – 45%
- Provide senior project management leadership throughout the project lifecycle, leveraging a minimum of five years of project management experience to ensure successful project delivery.
- Lead the development, coordination, and tracking of TB/MBC, and Strategic Planning Process (SPP) deliverables, ensuring timelines and quality expectations are met.
- Plan and coordinate, Executive Steering Committee, Director, and Working Group meetings, support the co-chairs, ensuring effective governance, create agenda and meeting notes, and track action items.
- Coordinate cross-ministry governance activities and maintain alignment among business partners, I&IT teams, and executive stakeholders.
- Provide regular project status reporting to senior leadership, including progress updates, key decisions, risks, issues, financial status, and recommendations.
- Foster collaboration across ministries and stakeholder groups to ensure project objectives, governance requirements, and business outcomes remain aligned throughout the discovery and implementation phases.
- Lead change management planning and implementation activities to support stakeholder readiness, adoption, and successful organizational transition.
- Develop and maintain comprehensive project plans, schedules, milestones, dependencies, and critical path activities to ensure project objectives are delivered on time, within budget, and to the expected quality standards.
- Support the onboarding of the project into Planview, ensuring alignment with OPS enterprise-wide Project Portfolio Management (PPM) best practices for project governance, administration, tracking, and reporting.
- Provide ongoing support for the application of the I&IT Project Methodology across all project phases, including Feasibility, Project Approval, Definition, Planning, Implementation, and Close-Out. Ensure that the required governance, system development, and project management artefacts are completed and maintained for each phase to demonstrate compliance with organizational standards and project delivery requirements.
- Coordinate the alignment of system development activities with project management phases, including:
o Executing requirements, analysis, and design activities in support of the Definition and Planning phases.
o Aligning coding, testing, and deployment activities with the Implementation phase, where the solution is developed and delivered.
o Supporting post-implementation review activities during the Close-Out phase to capture lessons learned and validate the successful design, development, and deployment of the solution.
Public Sector – 10%
- Previous public sector experience in an organization of equivalent size and complexity to Ontario Public Service.
- Demonstrates experience designing and developing applications that comply with GO-ITS standards would be an asset
- Strong understanding of challenges and issues that ministry may have with respect to data
