Technology Governance Risk Manager
- Pay Rate: $91.10/hour, depending on experience
- Contract Length: 8 Months with possible extension

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Technology Governance Risk Manager, in this role will operate as a vital first-line risk and compliance advisor within our Client Experience and Technology (CXT) team. In this role, you will champion and support our Risk and Control Self-Assessment (RCSA) programs. You will partner closely with business and technology stakeholders to identify regulatory obligations and risks, assess control design and operating effectiveness, document evidence and conclusions, and monitor deficiencies and action plans. As a trusted advisor, you will provide clear, practical guidance that strengthens first-line risk ownership, control effectiveness, and informed decision-making across the organization
Responsibilities
- RCSA Coordination: Coordinate RCSA activities in accordance with frameworks, standards, risk appetite, and program timelines.
- Stakeholder Facilitation: Facilitate regulatory compliance, risk, and control assessments with accountable CXT stakeholders.
- Control Design Assessment: Evaluate control design to determine whether controls appropriately address identified risks and regulatory obligations.
- Operating Effectiveness Testing: Assess control operating effectiveness using risk-based procedures, evidence evaluation, and appropriate sampling to determine whether controls operate consistently as intended.
- Documentation & GRC Records: Document assessment procedures, evidence, results, and conclusions clearly. Maintain complete, accurate program records in the applicable governance, risk, and compliance (GRC) platform.
- Deficiency & Issue Management: Identify control deficiencies and compliance gaps; recommend remediation, risk acceptance, or escalation, and actively monitor action plans through to completion.
- Continuous Monitoring: Monitor emerging risks, regulatory changes, business developments, and recurring findings to determine whether risks and controls require reassessment.
- Reporting & Insights: Prepare concise program reporting, trends, insights, and actionable recommendations for risk owners and senior leaders.
- Advisory & Coaching: Advise and coach stakeholders on first-line risk ownership, regulatory obligations, control design, operating effectiveness, and evidence expectations.
- Cross-Functional Collaboration: Partner with Risk, Compliance, Internal Audit, and other key stakeholders to support effective oversight and the continuous improvement of our RCSA programs.
- Qualifications
- 5 to 7 years of dedicated experience in technology risk, operational risk, regulatory compliance, IT audit, or technology governance.
- Practical experience delivering or supporting RCSA, control assessment, or comparable risk and compliance programs.
- Demonstrated experience assessing control design and operating effectiveness. This includes developing risk-based procedures, evaluating complex evidence, applying appropriate sampling methodologies, identifying deficiencies, and documenting highly defensible conclusions.
- Strong understanding of regulatory obligations, risk and control concepts, issue management, risk appetite, and the "Three Lines" model.
- Excellent analytical and judgment skills, with a proven ability to synthesize complex technical information and develop clear, actionable recommendations.
- Strong facilitation, stakeholder management, and written/verbal communication skills. Experience must include presenting risk findings and trends to senior leaders.
- Hands-on experience working with industry-standard governance, risk, and compliance platforms (e.g., MetricStream, Archer, ServiceNow GRC, or equivalent). Experience using data analytics, automation, or AI to optimize or improve risk and compliance processes is considered a strong asset.
- Education and Certifications
- Bachelor’s degree in related field ie Information Systems / Technology, Business Administration / Commerce or Accounting / Finance
- One or more of the following professional designations is strongly preferred:
- CISA (Certified Information Systems Auditor)
- CISM (Certified Information Security Manager)
- CIA (Certified Internal Auditor)
- CRMA (Certified Risk Management Assurance)
- CISSP (Certified Information Systems Security Professional)
