Responsibilities:

Reporting to the Sr. Project Manager, Integrated Technology Manager (ITM) Unit Architecture & Business Engagement (ABE) team, the Technical SharePoint and Content Server Specialist will assess TW Content Server business usages to develop, lead and plan the Content Server to SharePoint (CS2SP) migration strategy, also provide technical guidance, lead, manage and support the migration for all TW GMO, sections and units. The Specialist will provide Technical and Operational support on the TW OpenText Content Server platform and as the lead technical SME on the TW SharePoint rollout and sites administration. The candidate will also execute the following: 

• Assess the TW Content Server business usages, responsible for pre-migration planning and strategy, content/meta data mapping, and site/library model standardization thru file re-organization & cleanup. 

• Ensure the Content Server metadata and user permission, data governance (if any) are preserved with the migration to SharePoint technology. 

• Resolve or provide workarounds for Content Server to SharePoint migration issues (e.g. un-supported java script, plug-in, large site size or list constraints, deep folder hierarchies, unsupported characters, content server custom workflows, etc.) 

• Provide recommendations regarding the improvements to Content Server migration to SharePoint, project planning & implementation. Document design / architecture best practices for adoption. 

• Prepare immutable Content Server backup with versioning & allowing restoring for auditing as required by migrated business units after Content Server is decommissioned.

• Provide OpenText Content Server and TW SharePoint Sites User Administration, Technical and Operational Support as required. 

• Be the TW SharePoint Rollout lead and assists the divisional administrators to plan and configure user groups and lead the Content Server migration by SP site. Provide warranty support to ensure business continuity and transition to the ITM SharePoint Operational support. 

• Design, develop, and implement SharePoint sites & business workflows as required. 

• Follow the City of Toronto SharePoint best practices and apply TW Data Governance standardization to the SharePoint sites. 

• Performs related duties as required or assigned.

Qualification:

Qualifications and Experience:

• Core Technical Competencies on SharePoint: SharePoint configuration, user permission modelling, SharePoint online/modern features (e.g. design, develop & implement complex sites, business workflows, mobile), and scripting for automating migration activities. 

• Core Technical Competencies on OpenText Content Server: In-depth knowledge of folder structures, metadata mapping, permissions, and data connectivity for data extraction. Knowledge of creating immutable backups with versioning within Content Server, for business audit compliance, restoration as required post-SharePoint migration. Support & enhanced customized workflows. 

• OpenText Content Server to SharePoint Migration: Intensive experience on leading enterprise-level SharePoint migration from OpenText Content Server without migration software/tool, requiring deep knowledge of Content Server data structures and gap analysis & resolution. Expertise in handling long paths, special characters, and ensuring full-fidelity migration (maintaining original created/modified dates and authors). Proven ability to ensure metadata, versioning, audit trails, and user permissions are fully preserved during migration. Ensure link preservation: implement redirection services for old Content Server URLs in existing emails/documents. 

• Pre-migration Strategy & Cleanup: Extensive experience in pre-migration planning, including site/library model standardization, content cleanup, and re organization. This includes mapping on Content Server content, meta data, user permission, categories/attributes to SharePoint content types and managed metadata. 

• Experience & Education: 5-10 years of technical experience in SharePoint administration/migration and 5-10 years of experience with OpenText Content Server user administration and technical Operational support. A university degree in Computer Science or equivalent is preferred. 

• Technical Troubleshooting: Ability to resolve & provide workarounds for migration bottlenecks (e.g. un-supported java script, plug-in, large site size or list constraints, deep folder hierarchies, unsupported characters, content server custom workflows, etc.). A minimum of two (2) and up to three (3) client references of the Technical Specialist – SharePoint migration who can attest to the reliability and the quality of the services provided, in each case include the following: 

• Client organization’s name 

• Contact person and title. 

• Brief description of the client’s relevant project (timelines, duration and services provided) 

• Roles and responsibilities on the project 

• Similarity of that project to the Assignment Duties 

• Address, telephone number, e-mail should also be provided if available. The City may contact the references provided. Should any reference fail to confirm that the services listed in Section 3.0 were performed in a satisfactory manner; the Candidate may be declared non-compliant and not considered for the remainder of the evaluation process.

Deliverables:

• Plan and develop Content Server to SharePoint migration plan for Toronto Water migration from Content Server, including pilot and strategize migration groups, based on the current Content Server business usages analysis. 

• Identify migration bottlenecks, develop and document issues with detail workaround plans. 

• Plan, Coordinate, and lead TW migration with strategies by unit/groups, propose SharePoint configuration following City SharePoint Best Practices and align to the TW Data Governance Standard. 

• Evaluate and verify migration plan, lead pilot migration and all TW migrations, provide detail step-by-step migration guidelines and checklists on preparation and execution. Transition to Operations upon migration. Follow up with Issues on resolution during warranty.

• Gather, analyse, and evaluate technical requirement required to produce immutable Content Server backup with versioning & allowing restoring for auditing as required by migrated business unit (with Content Server decommissioned). 

• Provide guidance and technical support to the team as a Content Server /SharePoint expert consultant but not limited to the Content Server to SharePoint migration and TW SharePoint rollout projects. 

• Provide SharePoint or OpenText Content Server Operational Support as required.
