Job Overview
We are seeking an Environmental & Regulatory Advisor to support a set of brownfield projects at its LaBarge operations and Shute Creek plant in southwest Wyoming. The work includes new wells, carbon dioxide (CO2) injection, and pipeline tie-ins such as the Riley Ridge Tie-In Pipeline and Feed Gas Trunk Line, all on federal Bureau of Land Management (BLM) land. This is a new role, created because permitting and plan work has grown beyond what the site's environmental and sustainability operations lead can carry alongside plant duties. The advisor will own BLM submittals and environmental plan management during planning, then move into field compliance inspections once drilling and pipeline construction begin. The assignment runs one year, with extension to be determined, and sits on site near Green River, Wyoming, with a hybrid option of about 50% on-site travel for the right candidate outside the area.
Responsibilities
- Prepare, review, and manage BLM submittals and the environmental plans behind them, including reclamation, weed management, and traffic control plans.
- Review National Environmental Policy Act (NEPA) documentation for the Riley Ridge Tie-In Pipeline and Feed Gas Trunk Line.
- Track permits, licenses, and approvals through to sign-off, and steward the project's overall compliance status.
- Conduct environmental compliance inspections of drilling, pipeline, and reclamation activities once execution begins.
- Co-lead an internal Environmental Aspects Assessment for upcoming LaBarge BPO projects.
- Develop and deliver sustainability documentation and requirements under Capital Project Management System (EMCAPS).
- Partner with design and execution teams so environmental, socioeconomic, and health requirements are built into project designs and plans.
- Manage cultural heritage and Indigenous community considerations tied to work on federal land.
- Review contractor environmental plans, such as waste management and spill response plans, for completeness and compliance.
- Investigate, record, and report compliance issues, and recommend practical avoidance and mitigation measures.
- Prepare internal compliance stewardship reports and the external reports regulators require.
- Provide input on cost and schedule estimates for regulatory approvals and compliance work.
- Coordinate daily with the site environmental and regulatory lead and with construction supervisors on compliance monitoring.
- Deliver environmental awareness and training sessions for project workers and the project team.
Qualifications
Required Qualifications
- Hands-on experience with BLM permitting, submittals, and environmental plan management.
- Environmental and regulatory experience on construction or extractive industry projects, ideally oil and gas or pipelines.
- Experience performing environmental compliance inspections during construction and reclamation.
- Degree in natural or environmental sciences, natural resource management, engineering, or a related technical field, or equivalent relevant work history.
- Ability to work independently as the only on-site environmental and regulatory resource while taking day-to-day direction from the site lead.
- Strong written English for regulatory documents and reports, plus solid interpersonal and organizational skills.
- Ability to work on site in southwest Wyoming full time, or travel there about 50% of the time.
Preferred Qualifications
- NEPA experience, including Environmental Impact Statement (EIS) work.
- Wyoming BLM experience and working knowledge of Wyoming environmental regulations.
- Experience with cultural heritage requirements on federal land.
- Prior project experience, including familiarity with EMCAPS.
- Based in or near Green River, Wyoming.
