Job Overview
We are seeking a Senior Project Controls Lead to build and run the project controls function for its Advanced Graphite Venture, a new synthetic graphite facility in Hopkinsville, Kentucky, that will produce battery anode material for electric vehicles. The project passed Gate 2 and is moving on an accelerated schedule. Because the technology is still being proven, design changes will keep arriving after Gate 2, so this role owns the stewardship, forecasting, and management of change discipline that keeps the team ahead of cost and schedule growth heading into Gate 3. The Lead manages a business team of three full-time and three part-time members and serves as the trusted controls advisor to the venture project manager. The assignment starts as a one-year contract, with extensions and the opportunity to roll onto follow-on projects within the venture.
Responsibilities
- Build and lead the project stewardship process, including monthly cost and schedule stewardship reviews.
- Develop the Project Controls Plan, Project Controls Implementation Plan, and Management of Change (MOC) Plan tailored to a fast-moving, first-of-its-kind project.
- Own the MOC process, capturing scope and design changes early and estimating their cost and schedule impact as the technology matures.
- Prepare and maintain cost and schedule forecasts, tracking growth and savings against the Gate 2 basis so there are no surprises at Gate 3.
- Maintain the Cost Breakdown Structure (CBS), Original and Current Control Budgets, Project Master Schedule, and Planning and Budgeting (P&B) inputs.
- Advise the project manager directly, challenging assumptions and recommending the right controls approach with confidence.
- Lead and mentor a business team of project controls, scheduling, finance, and accounting resources.
- Develop and review the start-up schedule, identify vulnerabilities, and drive the Capital Efficiency and Opportunities and Vulnerabilities process.
- Oversee the EPC contractor's cost and schedule controls, reviewing and endorsing baselines, progress measurement, forecasts, and change proposals.
- Lead preparation for gate reviews, including cost and schedule estimates, Estimate Confidence Packages, and Estimate Development Plans, with alignment from the central projects organization.
- Partner with Controllers on AFEs, budgets, invoices, and Work-In-Place.
- Support site management in developing and implementing corrective actions and recovery plans when cost or schedule trends drift.
- Set up dashboards and reporting that turn cost and schedule data into faster insights for the project team.
- Respond to ad hoc requests from the Project Management Team and support Joint Venture and Affiliate presentations.
- Travel roughly 25% of the time to the Baton Rouge engineering office and the Hopkinsville, Kentucky site.
Qualifications
Required Qualifications
- Associate degree or higher in Engineering, Engineering Technology, Construction Management, or a related field.
- 8–10 years of construction project controls experience covering cost control, forecasting, and schedule control.
- Supervisory experience leading project controls engineers, planners, or schedulers.
- Owner-side project controls experience, ideally on manufacturing or process facilities.
- Experience controlling single large capital projects, not only a portfolio of small projects.
- Hands-on management of change experience, including estimating the magnitude of changes on a fast-moving project.
- Working knowledge of stage-gate project processes, including estimate development and gate review preparation.
- Confidence and communication skills to advise senior project leaders, challenge assumptions, and draw out change information from engineering and project teams.
- Strong Excel and PowerPoint skills.
- Local to the Houston area and able to work onsite at the Spring, Texas campus.
Preferred Qualifications
A mix of owner and EPC project controls experience.
Field or construction site experience.
Proficiency in Smartsheet and Power BI for dashboards and data analysis.
Experience with SAP and EcoSys.
Project management certification from PMI, AACE, or Primavera.
Bachelor's or Master's degree in Engineering, Engineering Technology, or Construction Management.
