Raise is currently hiring for a  T-Lines Program & Contract Management (PCM) Specialist on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Description

The Program and Contract Management (PCM) Specialist in this role will join the Transmission & Distribution (T&D) Operations, Maintenance, and Administration (OMA) team. This role is pivotal in managing specialized maintenance programs and overseeing external contractors to ensure the reliability and safety of our transmission infrastructure. The successful candidate will bridge the gap between desktop program management and active field oversight, ensuring that work—ranging from fire risk mitigation to decommissioning

Key Responsibilities

  • 1. Contract & Program Oversight
  • Quality Assurance: Perform both desktop and in-field QA audits of external vendors to ensure adherence to technical standards and accurate data entry.
  • Inspection Management: Oversee contracted inspection programs (Corrosion/Switch Inspections). This includes vetting scopes in advance for access or vegetation issues and reviewing results in the Transmission Lines Data Server (TLDS).
  • Financial Integrity: Review contractor invoices for accuracy and completion before submitting them to the Work Program Manager (WPM) for final approval.
  • 2. Safety & Incident Management
  • Worksite Safety: Lead bi-weekly safety calls with contractors to address operational risks.
  • Reporting: Document and enter Safe Work Observations (SWOs) and any Incident Management System (IMS) reports to maintain ’s safety culture.
  • Field Safety: Oversee work crews directly in the field, ensuring compliance with all safety protocols, especially when working in remote or high-risk environments.
  • 3. Fire Risk Mitigation & Emergency Response
  • Seasonal Management: Manage emergency contracts (Retardant & Grubbing) during fire season and planned contracts (Fire Mesh) during the off-season.
  • Condition-Based Repairs: Scope vetting and gathering requirements from stakeholders (Internal Planning, PCM, Line Field Operations).
  • 4. Field Operations & Logistics
  • Site Preparation: Conduct advance site inspections for decommissioning and repair programs to verify scope and accessibility.
  • Mobilization: Coordinate the movement of internal and external resources to project sites.
  • Remote Access: Navigate rugged terrain via helicopter, water taxi, barge, or hiking to reach transmission

Qualifications

  • 9 years of construction management experience with a proven background in Program, Project, or Construction Management.
  • Direct experience developing new programs, conducting field audits, and technical reporting.
  • Proficiency in data management (experience with TLDS is a plus).
  • Ability to develop comprehensive work packages for procurement.
  • Willingness to travel for extended durations to remote locations
  • Ability  to hike through difficult terrain and work comfortably in an outdoor environment, occasionally working alone.
  • Class 5 diver's license in good standing.
  • Must have their own vehicle that is suitable for travel
  • Education
    • Bachelor’s Degree in Engineering or Business, a Relevant Trades Certification, or an equivalent combination of education and significant experience managing power system field work.

Additional Information

  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network
