Technical Lead (Identity & Biometric Solutions)
- Pay Rate: $72/hour on W2
- Contract Length: 6 months with a high possibility of extension

- Work Hours: 8:00 AM–5:00 PM (some flexibility)
- Work Type: Hybrid – In-Office (Mon, Wed, and Thu)

Overview
- We are seeking a Technical Lead / Project Design Authority (PDA) within Identity and Biometric Solutions to serve as the primary technical leader for complex, high-impact projects.
- This role focuses on solution design, implementation oversight, and customer-facing technical leadership, rather than hands-on coding or people management.
- The Technical Lead will work closely with project managers, architects, engineers, and customers to design and deliver secure, high-quality identity and biometric solutions that meet regulatory, performance, and customer requirements.
Responsibilities
- Bids & Presales
- Act as the primary technical leader for engineering aspects of proposals and bids.
- Ensure solution feasibility regarding architecture, technology maturity, cost, schedule, and contractual requirements.
- Participate in Work Breakdown Structure (WBS) development to organize engineering activities.
- Approve key engineering reviews and deliverables during bid and project phases.
- Support customer demos and workshops with technical presentations and discussions.
- Project Technical Leadership
- Prepare Design Validation (DVa) documentation covering:
- Overall solution architecture
- Technology selections
- Customer and regulatory requirements
- Engineering risks and mitigation plans
- Translate customer needs into solution-level requirements, specifications, and interface documents.
- Own the overall solution architecture, guiding technical decisions related to security, performance, cost, environment, and timelines.
- Review and approve technical documentation produced by engineering teams.
- Approve workload estimates and help optimize delivery timelines.
- Lead customer workshops to clarify requirements and define precise solution specifications.
- Define and manage interfaces between:
- Customer systems
- Integrated solution components
- Internal sub-systems
- Prepare Design Validation (DVa) documentation covering:
- Project Team & Execution Leadership
- Lead technical meetings, peer reviews, and solution assessments with project managers, engineering leadership, and stakeholders.
- Maintain accountability for engineering delivery across multiple work packages.
- Drive execution of engineering activities and integration strategies.
- Coordinate technical work packages to ensure solution consistency.
- Prepare and present engineering steering committee updates to management and customers.
- Identify, track, and mitigate technical risks related to engineering, quality, and security.
- Report engineering status and progress to the Project Manager and Engineering Operations leadership.
Minimum Qualifications
- Bachelor’s degree in a relevant field (or equivalent experience).
- 8+ years of software engineering experience.
- Proven experience in technical or project leadership.
- Strong technical background with the ability to collaborate on solution design.
- Excellent communication and interpersonal skills.
- Experience managing multiple initiatives and leading customer-facing workshops.
- Proficiency with Jira, Confluence, and similar project tracking tools.
- Strong analytical and problem-solving skills with a pragmatic mindset.
- Excellent technical writing skills.
- Ability to influence both technical and non-technical stakeholders.
Preferred/Nice-to-Have Skills
- Cloud experience (AWS preferred)
- Java and .NET exposure
- API integration knowledge
- Database knowledge
- Strong experience with Jira and Confluence
- Background combining development and solution design
- Strong soft skills and customer service orientation
Regulatory & Compliance Requirements
- Must be a U.S. Citizen or Dual Citizen
- Must be able to obtain post-hire clearance from CFIUS and the U.S. Department of the Treasury.
