Senior Contract Conformance Specialist
- Pay Rate: $48.00 – $51.00/hour on W2 (PA)| $49.00 – $52.00/hour on W2 (TX)
- Contract Length: 1 Year
- Location: Middletown, PA 17057 (preferred) or Houston, TX 77079 (Hybrid)

Overview
- The Contract Conformance Specialist (CCS) is responsible for the day-to-day management and oversight of contract conformance activities for assigned capital and maintenance projects.
- This role ensures that all executed contractual arrangements are administered in strict accordance with contract terms and Company procedures.
- The CCS manages documentation, correspondence, and communication between the Company and its Contractors to ensure contractual obligations are fulfilled, risks are mitigated, and issues are promptly identified and resolved.
- The position requires close collaboration with internal stakeholders and third-party partners across multiple functional areas.
- The CCS reports directly to the Team Lead, SCM Major Projects Sourcing.
Responsibilities
- Demonstrate a thorough understanding of and compliance with the Project Execution contracting strategy.
- Facilitate the preparation of contract exhibits, including scope of work, technical specifications, pricing, and special instructions.
- Assist in drafting clear and accurate technical contract language that defines scope, pricing, and special instructions for assigned projects.
- Support project management during contractor negotiations throughout the bidding and contract formation phases.
- Participate in and support contract conformance training for internal teams and third-party personnel.
- Coordinate the project team in developing and implementing a project-specific communication plan.
- Manage all contractor correspondence and maintain accurate documentation and communication logs.
- Prepare, review, and transmit Company-generated correspondence in a timely manner, with concurrence from the appropriate project team leaders.
- Prepare meeting agendas and record, distribute, and archive minutes for all contract-related meetings.
- Establish and maintain contract document control and retention systems in compliance with Company procedures.
- Administer the change order process, including:
- Maintaining change order logs
- Preparing and issuing change directives
- Reviewing contractor change requests
- Preparing change orders for internal review and approval
- Review contractor-submitted invoices for contractual compliance; coordinate internal approvals and monitor through final payment.
- Request, monitor, and track Work Releases and Oracle Purchase Orders (POs) for external service providers throughout the project lifecycle.
- Review contractor-submitted documents for compliance and notify contractors of deviations or non-conformance, in coordination with the project manager and project team.
- Coordinate with project teams, legal, and SCM leadership to resolve contractual issues as they arise.
- Support Company and external audits by preparing documentation and providing assistance as required.
- Coordinate contract close-out activities to ensure full compliance with contractual and procedural requirements.
- Close and submit project contract files for retention in accordance with Company standards.
- Maintain ongoing communication with the Team Lead, SCM Major Projects Sourcing regarding contractual requirements, practices, risks, and issues.
- Provide weekly status updates through the SCM Major Projects Report.
- Collaborate extensively with internal departments, including legal, project management, construction management, business development, system planning, procurement, contract management, project controls, and other functional groups.
- Interface frequently with external contractors and third-party stakeholders.
Minimum Qualifications
- Bachelor’s degree in engineering, construction, legal, technical, or business discipline plus a minimum of 4 years of experience in legal, engineering, construction, contract administration, or contract conformance for construction-related projects; or
- Associate’s degree plus 7–10 years of relevant experience in legal, engineering, construction, contract administration, or contract conformance for construction-related projects.
- Experience is preferably within the gas pipeline or energy industry.
- Demonstrated knowledge of contracting processes and common issues associated with energy industry construction projects.
- Fundamental understanding of the intent, purpose, and use of all documents typically included in construction contracts.

- Proficiency with Microsoft Office and standard office productivity applications.
- Strong time management skills with the ability to prioritize tasks and meet deadlines.
