T-Lines OMA Work Program Manager – Decommissioning Projects

  • Pay Rate: $65.25/hour, depending on experience
  • Contract Length: 1 Year 
  • Location: Burnaby, British Columbia

Raise is currently hiring a T-Lines OMA Work Program Manager – Decommissioning Projects on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader.

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable. Our Client, is one of the largest electrical energy suppliers in Canada.

Description

The Project Manager in this role will lead the execution of a portfolio of Transmission Decommissioning of Plant Projects. This multi-year initiative focuses on the safe and efficient removal of decommissioned transmission assets to mitigate safety risks and reduce maintenance costs of unproductive assets, and report to Program and Contract Management (PCM) 

Responsibilities

  • Transmission Portfolio
  • Management of Transmission Lines Decommissioning Projects [Main Focus]
  • Develop and maintain a detailed project schedule for each Decommissioning Project.
  • Coordinate milestone tracking and ensure alignment with Transmission Sustainment Planning
  • (TSP) objectives.
  • Oversee the complete removal of transmission assets, including:
  • Full removal of structures without distribution underbuilds; and
  • Partial removal (cutting/topping) of structures with distribution underbuilds and managing asset transfer to Distribution.
  • Liaise with internal teams including TSP, Distribution Sustainment Planning (DSP), Properties,
  • Environment, Indigenous Relations.
  • Facilitate the signing of Asset Transfer Memos for ownership changes to Distribution assets.
  • Identify and mitigate risks to project delivery goals.
  • Ensure expenditures align with estimates from chosen field delivery partner (Internal or External)
  • Provide regular updates on progress, risks, and financials.
  • Maintain documentation for approvals, scope changes, and asset transfers.
  • Management of Transmission Lines Maintenance Field Works [Future Potential]
  • Confirm scope of work with TSP and ensure field verification to develop work packages.
  • If External – raise PR in SAP for works to engage market to deliver on work packages.
  • Monitor and control field delivery of work packages.
  • Bi-weekly safety calls with contractors to discuss safety and operational issues.
  • Entry of any IMS incidents
  • Review of invoices prior to submitting to team lead for approval
  • Management of Inspection Programs Contracted to External Resources [Future Potential]
  • Confirm scope and pricing with Vendor as per terms and rates in RFP.
  • Raise PR in SAP for works once agreement in principle made with inspectors.
  • Assign work in Transmission Lines Data Server (TLDS Application).
  • Review inspections in TLDS as they are returned.
  • Bi-weekly safety calls with contractors to discuss safety and operational issues.
  • Entry of any IMS incidents
  • Review of invoices prior to submitting to team lead for approval

Qualifications

  • 5 years of experience managing infrastructure or utility projects.
  • Proven track record of managing the lifecycle of decommissioning projects, specifically within high-voltage transmission or heavy utility environments. This includes understanding the complexities of asset removal versus partial "topping" and the physical logistics of structure disposal.
  • Strong understanding of transmission systems, asset lifecycle, and safety standards.
  • Experience liaising with Environmental, Indigenous Relations, and Properties teams, as well as the ability to facilitate formal asset transfers between Transmission and Distribution
  • Advanced skills in developing and maintaining detailed project schedules for a multi-year portfolio. This includes milestone tracking, aligning work with long-term Sustainment Planning (TSP) objectives,
  • Proficiency in project management tools and financial tracking systems.
  • Experience with Purchase Requisitions (PRs) within SAP, reviewing contractor invoices against RFP terms
  • Excellent communication, leadership, and stakeholder management skills.
  • Education and Skills 
  • A bachelor’s degree in engineering, business, or appropriate length of experience in managing projects, field work, developing new programs, contracting out line work.

Additional Information 

  • Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
  • Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
