JOB OVERVIEW

Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Senior Procurement Specialist.

 

Reporting to the Senior Manager, Supply Chain, this position is responsible to Plan, execute and co-ordinate technically complex procurement assignments for various goods and services, including: engineered products, technical services, construction services, EPCM and its variants, through all phases of the procurement process, from procurement strategy development to on-time delivery. Review the adequacy of competitive sources, developing alternates where necessary, prepare proposal documents, review bidders' lists, evaluate proposals, negotiate contracts and prepare surveillance assignments, ensure jurisdictional requirements are met, and review claims, progress payments and escalation claims. Review procurement / material quality plans from suppliers and provide comments. Perform oversight on Supplier's procurement processes, coordinate and schedule oversight activities and prepare reports and oversight plans. Act as an information resource to requisitioners and suppliers, assist vendors with the development of quality assurance programs and assess vendor performance. Act as a technical resource and provide guidance to clients and purchasing agents on Supply Chain governance and procedures and policies.

 

KEY ACCOUNTABILITIES 

  • Provide Procurement Support, act as an information resource for users, requisitioners, and suppliers, responding to inquiries about procurement processes, supplier qualifications, developing procurement plans, tendering, contracts, quality assurance, and more. Assist buyers on technical matters such as bid preparation, safety, regulatory requirements, and manufacturing challenges.
  • Assess market conditions and the supply base to ensure competitive sourcing. Develop and implement procurement strategies based on marketplace needs and organizational goals. Recommend corrective actions and sourcing strategies for improved supplier engagement and cost leverage.
  • Evaluate potential suppliers' capabilities, financial health, quality programs, and performance. Monitor supplier performance, address issues, and ensure that new suppliers meet OPG's competitive bidding criteria. Maintain accurate supplier records.
  • Prepare procurement documents, review proposals, and resolve ambiguities. Analyze incoming bids based on quality, technical specifications, vendor performance, and other factors. Work with requisitioners to ensure proposals meet OPG's needs and recommend awards accordingly.
  • Justify sole-source contracts when necessary and lead contract negotiations. Ensure the preparation and approval of contracts and amendments, monitor progress, and resolve disputes or claims. Manage contract execution and ensure compliance with agreed terms.
  • Ensure suppliers have adequate quality assurance programs, assist vendors in developing these programs, and review and accept their quality manuals. Participate in audits and ensure that quality standards are maintained.
  • Collaborate with project managers and EPC contractors to oversee procurement activities, including bidding processes, vendor selection, and contract compliance. Prepare oversight reports, address corrective actions, and assess vendor performance.
  • Manage inventory levels to optimize costs, ensure the right materials are available, and meet client needs throughout the inventory lifecycle.

 

QUALIFICATIONS

  • Requires a 4 year bachelor’s degree (or WES equivalent) in Business, Engineering, Applied Science, Supply Chain Management, Computer Science, or Law.
  • Requires a minimum 8 years’ experience in supply chain management, procurement, or a related field.
  • Demonstrated capability in category strategy, including total cost of ownership (TCO) analysis, market and supplier assessments, and the ability to lead cost‑reduction, supplier optimization, and value‑creation initiatives within large capital and construction environments.
  • Strong supplier performance management skills, leveraging KPIs, scorecards, SLAs, audits, and structured business reviews to drive continuous improvement and maintain delivery, quality, and compliance expectations.
  • Expertise across the full sourcing lifecycle, including RFX development, technical/ commercial bid evaluation, contract negotiation, award recommendation, and long‑term supplier relationship management.
  • Deep technical understanding of manufacturer and contractor capabilities, including engineering design requirements, regulatory standards, fabrication and assembly practices, testing protocols, and installation workflows. Skilled in applying quality‑management systems and test/inspection requirements across electrical, electronic, mechanical, civil, and structural equipment to ensure reliable, compliant, and safe procurement outcomes.
  • Extensive experience executing complex, engineering‑intensive procurements, including those with developmental designs, limited vendor availability, or unique technical/contractual conditions. Strong capability in production planning, quality assurance processes, cost estimating, and negotiating contract changes, claims, and extras to deliver optimal cost and performance results.
  • Proven cross‑functional leadership, collaborating effectively with engineering, operations, quality, construction management, and commercial teams. Adept at resolving challenging issues, preparing inspection procedures, navigating multi‑departmental processes, and supporting hydro and construction projects through strategic procurement oversight.
