RESPONSIBILITIES

Role Responsibilities:

• Lead and manage all stages of the project lifecycle for enterprise-wide Unified Communications and cloud telephony transformation initiatives.

• Manage the City’s multi-year Unified Communications modernization project involving migration from on-premises PBX/VoIP infrastructure to cloud-based telephony solutions.

• Develop implementation roadmaps for transitioning to cloud-based communication platforms including softphones, common area phones, paging systems, and automated telephony solutions.

• Manage upgrade activities for Unified Communications platform version upgrades to maintain supported operations during cloud migration.

• Develop and manage detailed project plans, schedules, timelines, milestones, dependencies, budgets, resource allocations, and deployment strategies.

• Lead risk management, issue management, scope management, change management, and quality assurance activities throughout the project lifecycle.

• Coordinate and manage internal teams, external vendors, consultants, and stakeholders involved in project delivery.

• Prepare and maintain RAID logs, implementation plans, cutover plans, deployment plans, operational handover documentation, and status reporting.

• Support procurement activities including RFI/RFP/RFQ preparation, Statements of Work (SOW), contract negotiations, vendor management, and evaluation of technical solutions.

• Provide project governance, executive reporting, stakeholder communication, and presentation updates to senior leadership and business teams.

• Manage consultant and contractor performance, deliverable tracking, financial monitoring, and compliance with City standards and project methodologies.

• Lead Proof of Concept (POC) planning, implementation, monitoring, and evaluation activities.

• Ensure adherence to PMI methodologies, project governance frameworks, and best practices.

• Support development and sustainment of corporate standards related to project management, technology implementation, and change management.

• Coordinate site-by-site deployment sequencing, testing activities, go-live coordination, and hypercare support during implementation phases.

• Provide operational transition support and final handover documentation to steady-state support teams.

Required Skills & Qualifications:

• Post-secondary education in Computer Science, Information Technology, or related discipline.

• PMP (Project Management Professional) certification in good standing.

• Extensive experience managing enterprise-wide IT infrastructure and telecommunications projects within complex multi-department environments.

• Strong experience managing VoIP, Cisco Unified Communications, Microsoft Teams Voice, SIP-based calling, and cloud telephony migration projects.

• Experience with enterprise telephony infrastructure, contact centre solutions, Direct Routing, Operator Connect, and collaboration platforms.

• Strong understanding of cloud and on-prem Unified Communications architecture and telephony systems.

• Experience with networking technologies including routing, switching, VPNs, SIP trunking, MPLS, Session Border Controllers, Firewalls, and Zero Trust environments.

• Strong project planning, budgeting, forecasting, scheduling, and vendor management skills.

• Experience using Microsoft Project and project management tools for large-scale technology initiatives.

• Excellent communication, presentation, stakeholder management, and executive reporting skills.

• Strong leadership skills with experience managing technical project teams and cross-functional stakeholders.

• Experience conducting feasibility studies, business cases, cost-benefit analysis, and procurement activities.

• Strong understanding of organizational change management and enterprise technology transformation initiatives.

• Ability to manage competing priorities, complex technical environments, and multiple stakeholders effectively.
