Senior Contract Conformance Specialist

Job Overview
The Senior Contract Conformance Specialist is responsible for managing day-to-day sourcing, contract conformance, and contract administration activities for assigned capital projects within the Sunrise Expansion Program. This role oversees all phases of contract formation, administration, documentation, communication, and close-out to ensure contractual obligations are met and project objectives are achieved.
The CCS works closely with project teams, Supply Chain Management (SCM), legal representatives, contractors, and other stakeholders to support contract compliance, resolve contractual issues, and maintain alignment with project execution strategies and company standards.
Key Responsibilities
- Support and uphold the project execution contract strategy throughout all phases of the project lifecycle.
- Prepare and coordinate RFX documentation in collaboration with project stakeholders to define project scope, objectives, and technical requirements.
- Develop clear and comprehensive RFP language, including evaluation criteria, contractual requirements, and technical specifications.
- Manage the RFP issuance process, including vendor communications, responding to bidder inquiries, and facilitating pre-bid meetings when required.
- Lead the RFP evaluation process by coordinating evaluation teams, developing scoring matrices, facilitating consensus reviews, documenting award recommendations, and ensuring compliance with governance and audit requirements.
- Draft and prepare contract exhibits, technical contract language, and supporting documentation to ensure all project requirements and clarifications are accurately incorporated.
- Lead contract negotiations during bidding and contract formation phases.
- Collaborate with project teams, SCM leadership, and legal representatives to resolve contractual matters and ensure all operational and functional requirements are addressed.
- Review contract documents and contractor deliverables to ensure compliance with client policies, contractual terms and conditions, regulatory requirements, and project governance standards.
- Provide guidance and recommendations to contractors regarding contract compliance and conformance expectations.
- Support the development of project-specific communication plans and deliver contract conformance training to internal and external stakeholders as needed.
- Review contractor submissions and invoices for contractual compliance and accuracy.
- Manage invoice approvals, payment processes, and communication related to non-compliance issues.
- Maintain complete and organized contract documentation, including correspondence, logs, meeting agendas, and meeting minutes.
- Establish and maintain document control and retention systems in accordance with project and client requirements.
- Administer the change order process, including tracking logs, reviewing requests, issuing directives, and preparing approved change orders.
- Coordinate contract close-out activities, ensure adherence to client policies, support compliance audits, and submit finalized contract documentation for retention.
- Provide regular communication and status updates to management regarding contractual obligations, risks, compliance matters, and project-related issues.
Qualifications
- Bachelor’s degree in Engineering, Business, Construction, Law, or a related field preferred.
- Associate degree with a minimum of 10 years of experience managing and administering major Engineering and Construction contracts may be considered in lieu of a bachelor’s degree.
- Extensive experience with contract formation, field contract management, sourcing, and contract negotiations for large-scale capital projects.
- Strong understanding of contractual terms, conditions, and contract administration practices.
- Proven ability to interpret and manage complex contract documentation and compliance requirements.
- Excellent collaboration and stakeholder management skills with the ability to work effectively across multiple departments and organizational levels.
- Strong organizational, time management, and prioritization skills with the ability to manage multiple responsibilities independently.
- Advanced analytical and problem-solving capabilities with a proactive approach to issue resolution.
- Proficiency with Microsoft Office Suite, Microsoft Teams, Oracle, SharePoint, and related business systems.
- Strong written and verbal communication skills.
Work Conditions
- Primary work location will be the client’s office and assigned project field office locations.
- Travel within the assigned project area is required approximately 10–25% of the time.
