Responsibilities:

  • Develop and maintain a portfolio integration approach that enables a clear system-level view of priorities, timelines, dependencies, and delivery health
  • Consolidate information from multiple workstreams to support coherent program oversight and leadership decision-making
  • Prepare recurring and ad hoc reporting for leadership, including status updates, briefing materials, dashboards, and analysis of emerging risks and issues
  • Design, implement, and continuously improve program governance processes, templates, controls, and meeting structures to support efficient oversight
  • Apply formal change management methodologies and practices to support adoption of new processes, governance approaches, and ways of working across interconnected teams
  • Track and manage program-level risks, issues, dependencies, decisions, and action items, ensuring timely escalation and follow-through
  • Support financial and operational planning by maintaining visibility into budget usage, resourcing needs, team capacity, and delivery constraints
  • Coordinate program activities across leaders, team members, and partners to ensure alignment on priorities, timelines, and accountabilities
  • Develop and maintain standard program management artifacts, documentation, and reporting tools to support consistent execution
  • Identify opportunities to improve operational processes, reporting quality, and coordination mechanisms across the portfolio
  • Facilitate meetings, working sessions, and governance forums by coordinating agendas, inputs, records of decision, and action tracking
  • Provide structured analysis and practical recommendations to support leadership decisions and continuous improvement in program operations

Desired Skills:

  • Proficiency with Microsoft Products, with a preference for candidates that have experience with Microsoft based cloud tools (e.g., Microsoft Office 365)
  • Proficiency in process mapping techniques and solution development lifecycle
  • College/University undergraduate degree in Business, Health Information or related discipline from a recognized institution or equivalent experience 
  • Knowledge of Healthcare Information Systems used throughout the province of Ontario 
  • Knowledge of Ontario’s healthcare landscape 
  • Ability to readily identify, assess and mitigate implementation and adoption issues 
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills 
  • A team player with a track record for meeting deadlines

Required Experience / Evaluation Criteria:

  • Minimum 10+ years of public sector or multi-setting healthcare organization experience in program management, multi-workstream delivery, workflow optimization, and governance in healthcare or digital health environments. 20 Points
  • Demonstrated experience in partner/interest-holder engagement, committee facilitation, and cross-functional collaboration across clinical, business, and technical domains. 20 Points
  • Proven experience developing and maintaining program governance artifacts, including executive level presentations, integrated schedules, dependency maps, risk/issue logs, decision records, KPIs, and reporting dashboards, as well as financial and resource oversight such as budget tracking, capacity planning, and forecasting. 20 Points
  • Strong knowledge and experience with healthcare and data practices, processes, standards and terminologies (e.g., data models, data lifecycle management practices, HL7 FHIR®, SNOMED CT®, LOINC®, etc.) and their application in digital health initiatives at the local, regional, provincial and national levels. 10 Points
  •  Demonstrated ability to lead program-level process improvements, operational optimization, and implementation of new delivery models, including the application of formal change management methodologies to support adoption and implementation across complex programs and services. 15 Points
  • Knowledge and understanding of the data and data standards lifecycle, the digital health standards landscape (Agency, Canadian/pan-Canadian, and international), and jurisdictional electronic health record including, projects, interoperability services, and integration with healthcare initiatives in regional and local healthcare organizations. 15 Points

Deliverables:

  • The Senior Program Manager will work collaboratively with the Data for Connected Health and Digital Health Standards Departments on deliverables related to health data and digital health standards: 
  • Develop and maintain an integrated portfolio view that brings together workstreams, dependencies, milestones, risks, and delivery status across the program
  • Establish program-level reporting products for leadership, including dashboards, executive summaries, status reports, decision logs, and insight packages
  • Create and maintain financial and capacity visibility tools, including resource views, budget tracking, resourcing assumptions, and forecasting support  
  • Standardized governance artifacts, templates, processes, and workflows supporting consistent project and Pod execution
  • Develop and maintain core program operations artifacts such as integrated plans, RAID logs, governance calendars, action trackers, and reporting templates
  • Identify operational gaps, bottlenecks, and coordination challenges, and recommend practical improvements to strengthen portfolio and program execution
  • Support leadership and governance forums through agenda planning, materials coordination, action tracking, and follow-up on decisions and commitments
  • Provide program coordination across multiple initiatives to improve alignment, visibility, and execution discipline
  • Prepare reports, presentations, and briefing materials to support program planning and decision-making
  • Provide executive-level administrative and operational support to the Director and leadership, including calendar management, meeting preparation, correspondence coordination, document preparation, and priority tracking, to maximize leadership capacity and maintain program momentum. 

Must Haves:

  • Bachelor’s degree in Business, Health Information, or related discipline (or equivalent experience)
  • Minimum 10+ years of experience in program management, large-scale initiative delivery, or portfolio oversight in digital health or healthcare environments
  • Demonstrated experience leading multi-workstream programs, managing interdependencies, risks, and cross-team workflows
  • Proven ability to establish program governance, performance frameworks, KPIs, and reporting mechanisms
  • Extensive experience driving process optimization, operational improvements, and adoption of new delivery structures
  • Demonstrated experience applying formal change management methodologies and practices to support adoption, behavioural change, and implementation across complex programs
  • Strong knowledge and experience with healthcare and data practices, processes, standards and terminologies (e.g., data models, data lifecycle management practices, HL7 FHIR®, SNOMED CT®, LOINC®, etc.) and their application in digital health initiatives at the local, regional, provincial and national levels Excellent Communication skills both verbal and written, and strong partner engagement skills
