IAM Program Manager
- Pay Rate: $88.56/hour, depending on experience

Raise is currently hiring a IAM Program Manager on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is a major Canadian airline.
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The IAM Program Manager to lead the delivery of our clients Identity and Access Management (IAM) Hardening program through the remainder of 2026, while standing up and leading a new readiness workstream for an Identity Unification ahead of 2027 planning.
This role sits at the critical intersection of active program delivery and forward-looking strategic planning. You will keep committed 2026 IAM deliverables on track—such as termination process modernization, authentication/user verification, and governance work—while assessing the identity implications of the tenant consolidation and defining the roadmap for unifying identity governance, lifecycle management, certifications, Privileged Access Management (PAM), and operating model alignment in 2027.
The successful candidate will be comfortable managing a portfolio in flux, balancing the execution of well-defined commitments against ambiguous, discovery-driven readiness work, and translating both into clear, executive-ready reporting for SteerCo and senior leadership.
Responsibilities
- 1. IAM Hardening 2026 Delivery (Core Commitments)
- End-to-End Delivery: Own the retained 2026 IAM Hardening scope, including the 3-stage termination process implementation, Entra Verified ID, Windows Hello rollout, and user verification standards.
- Governance & Policy: Drive continued governance work supporting IAM scope and business-as-usual (BAU) identity decisions, including policy and standards evaluation and updates.
- Attestation & SailPoint Integration: Manage the updated certification/attestation cadence, including onboarding non-human IDs into SailPoint to eliminate spreadsheet-based attestations, and align with Audit/IAM stakeholders on the role-based certification framework direction.
- Application Onboarding: Oversee the application onboarding evaluation model—defining critical applications from an identity lens, documenting prerequisite requirements, and establishing the shortest path from app intake to SailPoint onboarding.
- Program Governance: Track and report on schedule, budget, risks, and dependencies across the IAM Hardening workstream, escalating early where delivery is at risk.
- Change Management: Maintain and manage the Change Request process for approved scope adjustments, ensuring clear documentation of what stays in scope, what is deferred, and what is added.
- 2. Identity Unification Readiness (New 2026–2027 Scope)
- Architecture Assessment: Lead the documentation of 's current identity architecture, processes, dependencies, and gaps in coordination with the Tenant Consolidation/Integration program.
- Roadmap Planning: Define identity unification options, sequencing, and planning inputs to inform the 2027 Technology Renewal Program (TRP) scope.
- Cross-Functional Collaboration: Partner closely with the Tenant Consolidation/Integration project team to ensure Identity Unification readiness is treated as a coordinated—but distinct—workstream from tenant migration itself.
- Strategic Communication: Support leadership in communicating the distinction between what tenant migration solves (moving identities, data, devices, and access into the tenant) and what remains to be deliberately addressed in 2027.
- 3. Governance, Reporting & Stakeholder Management
- Executive Reporting: Prepare structured, outcome-focused status reporting for SteerCo and executive audiences, including RAID logs, milestone tracking, and measurable business outcomes.
- Stakeholder Alignment: Partner with Cybersecurity Governance, Risk & Compliance, Enterprise Architecture, and Business stakeholders to validate scope, priorities, and sequencing.
- Resource Planning: Support resourcing and capacity planning discussions, flagging risks tied to resource attrition or competing priorities across IAM, Data Loss Prevention (DLP), and PAM workstreams.
Qualifications
- 5 + years of Program/Project Management experience delivering enterprise Identity and Access Management (IAM), identity governance, or cybersecurity initiatives.
- Demonstrated experience with identity lifecycle management (Joiner/Mover/Leaver), access certification/attestation processes, and identity governance frameworks.
- Experience supporting or leading identity-related M&A, tenant consolidation, or organizational integration initiatives.
- Strong stakeholder management skills, with proven experience presenting complex technical concepts to senior leadership and steering committees.
- Comfort operating in ambiguity—able to structure discovery-driven, iterative work (assess, design, build, implement) alongside well-defined delivery commitments.
- Experience with RAID management, milestone/outcome-based reporting, and translating technical identity work into business-value narratives for executive audiences.
- Nice-to-Haves (Preferred Qualifications)
- Hands-on familiarity with SailPoint (IdentityIQ or cloud), Microsoft Entra ID, Entra Verified ID, and Windows Hello for Business. Exposure to Privileged Access Management platforms (e.g., CyberArk) and Zero Trust security principles.
- Experience with RBAC/ABAC role design, persona development, and role-based access certification models.
- Familiarity with regulated/audited environments and audit evidence requirements (e.g., CIS benchmarks, Secure Score, internal/external audit findings closure).
- Prior experience in the airline, travel, or similarly regulated/complex industries is considered a strong asset.
- Education and Certifications
- Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field (or equivalent practical work experience).
- Professional Certifications (Preferred):
- Project Management Professional (PMP) or Agile/Scrum certifications (CSM, PMI-ACP).
- Cybersecurity or Identity-specific credentials (e.g., CISSP, CISM, SailPoint Certified Identity Professional, or Microsoft Certified: Identity and Access Administrator Associate).
