Job Description / Assignment Summary
The City requires a Senior Business Analyst with specialized Asset Management (AM) expertise to support the SWMS Asset Management Solution Strategy initiative.
The successful candidate will assess the current state of asset management practices, processes, information, governance and supporting systems; conduct an asset management maturity assessment using ISO 55000 or an equivalent recognized framework; identify gaps and recommend improvements; define the future-state asset management capabilities and operating model; gather and document enterprise-wide EAM requirements; conduct jurisdictional and EAM market scans; evaluate viable EAM solutions; recommend the best-fit EAM solution; and develop a roadmap for future implementation.
Key Responsibilities
1. Strategy & Current-State Assessment
- Assess current asset management practices, processes, information, governance, organizational responsibilities and supporting systems.
- Conduct an asset management maturity assessment aligned with ISO 55000 or equivalent.
- Identify capability gaps, risks, inefficiencies and opportunities for improvement.
- Recommend improvements based on mature asset management practices and organizational needs.
2. Future-State Design & Requirements
- Define future-state asset management capabilities, processes, governance, roles, information practices and operating model.
- Develop business capability maps and future-state process frameworks.
- Gather, analyze, prioritize and document business, functional, data, reporting, integration, mobility, security and non-functional requirements.
- Ensure requirements reflect genuine business needs rather than existing workarounds or stakeholder preferences.
3. Jurisdictional & EAM Market Scan
- Conduct scans of comparable municipalities and relevant organizations.
- Research the EAM market and identify viable solutions.
- Assess platforms, vendor capabilities, implementation approaches and lessons learned.
- Document market and jurisdictional findings.
4. EAM Solution Evaluation & Recommendation
- Develop an objective evaluation framework.
- Evaluate solutions based on business fit, functionality, integration, configurability, scalability, implementation complexity, organizational readiness, TCO and long-term value.
- Document benefits, limitations, risks and dependencies.
- Recommend the best-fit EAM solution.
- Support vendor demonstrations, procurement planning and proposal evaluations.
5. Solution Strategy & Roadmap
- Lead development of the SWMS Asset Management Solution Strategy Report.
- Define strategic options for the future operating model and enabling technology.
- Develop an implementation roadmap covering priorities, phases, dependencies, risks, prerequisites and organizational readiness.
- Ensure alignment with recognized asset management practices and SWMS priorities.
6. Stakeholder Engagement
- Facilitate workshops, interviews, working sessions and validation sessions.
- Work with operational, business, technical and management stakeholders.
- Provide advice on mature asset management practices and EAM capabilities.
- Challenge current practices where improvement or standardization is needed.
- Build stakeholder alignment and present decision-ready findings and recommendations.
Mandatory Qualifications
Education
- Degree in Asset Management, Business Analysis, Information Systems, Engineering, Business Administration or related discipline.
- Equivalent combination of education, certification and relevant experience may be considered.
Experience
- Minimum 7 years of progressively responsible Business Analysis experience.
- Substantial experience in asset management transformation, infrastructure management or EAM implementation initiatives.
Asset Management
- Strong knowledge of asset management practices across the complete asset lifecycle.
- Understanding of asset planning, acquisition, operation, maintenance, renewal and disposal.
- Ability to connect asset management with service delivery, risk management, financial sustainability and organizational value.
Asset Management Maturity
- Experience conducting asset management maturity assessments.
- Experience developing improvement recommendations, strategies, governance frameworks and implementation roadmaps.
- Strong knowledge of ISO 55000 or equivalent.
Business Analysis / Future State
- Experience assessing asset management processes, systems, data, governance and decision-making.
- Ability to identify gaps and define future-state processes and operating models.
- Experience eliciting, analyzing, prioritizing and documenting enterprise-wide requirements.
EAM Platforms
Experience with EAM platforms such as:
- IBM Maximo
- SAP EAM
- Oracle
- Infor EAM
- Cityworks
- Comparable EAM solutions
Candidate must understand integration with financial, procurement, GIS, document management, field mobility and other enterprise systems.
EAM Evaluation
- Experience conducting jurisdictional and market scans.
- Experience evaluating EAM solutions.
- Experience recommending a best-fit platform.
- Evaluation should consider requirements, future-state processes, integration, scalability, implementation complexity, organizational readiness, TCO and long-term value.
- Procurement/vendor evaluation experience is preferred.
Organizational / Communication
- Experience with comparable assignments in public-sector or large infrastructure-intensive organizations.
- Municipal experience preferred.
- Ability to lead workshops and interviews.
- Ability to advise operational and senior stakeholders.
- Ability to produce assessments, process models, requirements, evaluation frameworks, roadmaps, business cases and recommendation reports.
- Microsoft 365 and Visio proficiency required.
