Job Overview:
- The Contract Conformance Specialist (CCS) is responsible for the day-to-day administration and conformance of all executed contractual arrangements for assigned capital and maintenance projects. This role manages the flow of contract-related documentation and communications between the Company and contractors, ensuring compliance with contractual obligations and facilitating the timely identification, communication, and resolution of contractual matters.
- The CCS works closely with both external contractors and internal stakeholders, including Legal, Project Management, Construction Management, Business Development, System Planning, Procurement, Contract Management, Project Controls, and other functional teams. The position reports directly to the Area Construction Manager, unless otherwise directed by the Project Director or General Manager of Projects, and maintains an indirect reporting relationship with the Contract Conformance Regional Lead (CCRL).
Key Responsibilities:
- Demonstrate a thorough understanding of, and compliance with, the project execution contracting strategy.
- Facilitate the preparation of contract exhibits, including scope of work, specifications, pricing details, and special instructions.
- Assist in drafting technical contract language that clearly defines project scope, commercial terms, and special requirements.
- Coordinate with Contract Management personnel to ensure project-specific requirements, contractor clarifications, and qualifications are accurately incorporated into final contract documents.
- Support project management teams during contractor bid evaluations, negotiations, and contract formation activities.
- Coordinate the development and implementation of project-specific communication plans.
- Participate in and support training initiatives related to contract conformance for project teams and third-party personnel.
- Review contractor-submitted documentation for compliance with contract requirements and notify contractors of non-compliance issues or deviations from established baselines, in collaboration with project leadership.
- Maintain contract correspondence records and documentation logs.
- Prepare, review, and distribute company-generated correspondence in a timely manner with appropriate stakeholder concurrence.
- Administer the change management process, including maintaining change order logs, preparing change directives, evaluating contractor-requested changes, and processing approved change orders.
- Organize, attend, and document contract-related meetings, including preparation of agendas and distribution of meeting minutes.
- Establish and maintain project contract document control and retention systems in accordance with company procedures.
- Review contractor invoices for contractual compliance, facilitate approval workflows, and monitor payment progress.
- Coordinate with project teams, CCRL, Contract Conformance leadership, and Legal representatives to resolve contractual issues as they arise.
- Request, monitor, and track Service Request Orders (SROs) for project service providers throughout the project lifecycle.
- Coordinate contract closeout activities to ensure compliance with all contractual obligations.
- Finalize and archive project contract files in accordance with company retention requirements.
- Support internal and external compliance audits by preparing documentation and providing contract-related assistance.
- Maintain ongoing communication with the CCRL regarding project contractual requirements, practices, risks, and issues, including the submission of weekly status updates through the CCS Flash Report.
Qualifications:
- Required:
- Bachelor's degree in Engineering, Construction Management, Business, Legal Studies, or a related technical discipline, combined with 10+ years of experience in legal, engineering, construction, contract administration, or contract conformance activities related to construction projects; or
- Associate degree with a significant combination of relevant experience in legal, engineering, construction, contract administration, or contract conformance within construction-related projects.
- Experience supporting large-scale energy infrastructure or industrial construction projects, preferably within the gas pipeline or energy sector.
- Strong understanding of construction contracting processes, contract administration practices, and contractual risk management.
- Working knowledge of contract documentation, including its purpose, context, application, and interpretation throughout the project lifecycle.
- Preferred:
- Excellent verbal and written communication skills with the ability to communicate clearly, concisely, and professionally.
- Strong interpersonal, relationship-building, and influencing skills with the ability to work effectively across all organizational levels.
- Proven ability to develop collaborative partnerships across departments and stakeholder groups.
- Knowledge of contract management best practices and industry standards.
- Experience supporting negotiations involving complex contractual and commercial matters.
- Strong organizational and time-management skills with the ability to manage multiple priorities simultaneously.
- Demonstrated ability to work independently while exercising sound judgment and maintaining attention to detail.
- Excellent technical writing and documentation skills.
- Strong analytical and problem-solving abilities with a proactive approach to issue resolution.
- Proficiency with Microsoft Office Suite and other standard business applications.
- Ability to work effectively in a team-oriented environment.
Working Conditions:
- The primary work location will be a company field office supporting assigned project activities.
- Frequent travel is required, approximately 35% of the time, primarily within the assigned region.
- The role requires regular interaction with internal stakeholders, contractors, and project teams in both office and field environments.
