Job Overview:

  • The Contract Conformance Specialist (CCS) is responsible for overseeing the day-to-day contract conformance activities associated with assigned capital and maintenance projects. This role ensures that all executed contractual agreements are administered in accordance with established contractual requirements and company procedures. The CCS manages the flow of contract-related documentation and communications between the Company and Contractors, facilitating the timely identification, escalation, resolution, and documentation of contractual matters.
  • The CCS works closely with internal and external stakeholders, including Legal, Project Management, Construction Management, Business Development, System Planning, Procurement, Contract Management, Project Controls, and other functional teams to ensure contractual compliance and project execution objectives are achieved.
  • The CCS reports directly to the Area Construction Manager, unless otherwise directed by the Project Director or General Manager of Projects, and maintains an indirect reporting relationship to the Contract Conformance Regional Lead (CCRL).

Key Responsibilities:

  • Demonstrate a thorough understanding of and adherence to project execution contracting strategies and company contract management procedures.
  • Facilitate the preparation and development of contract exhibits, including scope of work, technical specifications, pricing schedules, and special instructions.
  • Assist in drafting technical contract language that accurately reflects project scope, pricing, terms, and special requirements.
  • Coordinate with Contract Management personnel to ensure project-specific requirements, contractor clarifications, and qualifications are appropriately incorporated into final contract documents.
  • Support Project Management during contract bidding, evaluation, negotiation, and contract formation activities.
  • Coordinate with project teams to develop and implement project-specific communication plans.
  • Participate in and support training initiatives related to contract conformance for project teams and third-party personnel.
  • Review contractor-submitted documentation for contractual compliance and notify contractors of non-conformances or deviations from contractual baselines, in coordination with project leadership.
  • Maintain comprehensive contract correspondence files, documentation repositories, and communication logs.
  • Prepare, review, and distribute company-generated contractual correspondence in a timely manner with appropriate stakeholder concurrence.
  • Administer the contract change management process, including maintaining change order logs, issuing change directives, reviewing contractor change requests, and preparing approved change orders.
  • Develop meeting agendas, participate in contract-related meetings, and prepare and distribute accurate meeting minutes and action items.
  • Establish, implement, and maintain project contract document control and records retention systems in compliance with company standards and procedures.
  • Review contractor invoices for contractual compliance, coordinate internal review and approval processes, and monitor payments through final disbursement.
  • Collaborate with project teams, the CCRL, Contract Conformance Management, and Legal representatives to resolve contractual issues and disputes.
  • Request, monitor, and track Service Request Orders (SROs) and other project-related service agreements throughout the project lifecycle.
  • Coordinate contract closeout activities to ensure compliance with contractual obligations and company requirements.
  • Organize, archive, and submit finalized contract documentation for retention in accordance with company recordkeeping procedures.
  • Support internal and external compliance audits by preparing documentation, responding to inquiries, and providing contract administration assistance.
  • Maintain ongoing communication with the CCRL regarding project contractual requirements, practices, risks, and issues, including submission of weekly status updates through the CCS Flash Report.
  • Proactively identify contractual risks, develop mitigation strategies, and recommend corrective actions to prevent issues from escalating.
  • Foster collaborative relationships with internal stakeholders and contractors to support successful project execution and contract compliance.

Scope and Impact:

  • Supports assigned projects or programs with a consolidated annual value of up to $400 million.
  • Manages contract conformance activities for projects typically lasting up to four (4) years.
  • Provides support for projects of varying size, complexity, and contractual risk profiles, including high-complexity programs.

Qualifications:

Required

  • Bachelor’s degree in Engineering, Construction Management, Business Administration, Legal Studies, a technical discipline, or a related field, with 10+ years of experience in legal, engineering, construction, contract administration, or contract conformance functions supporting construction-related projects; preferably within the gas pipeline or energy industry. OR
  • Associate degree in Engineering, Construction Management, Business Administration, Legal Studies, a technical discipline, or a related field, with significant progressive experience in legal, engineering, construction, contract administration, or contract conformance functions supporting construction-related projects; preferably within the gas pipeline or energy industry.
  • Demonstrated knowledge of contract administration processes and contractual issues in energy-industry construction projects.
  • Fundamental understanding of the purpose, intent, application, and administration of construction contracts and supporting contractual documentation.
  • Experience interpreting contract requirements and ensuring compliance throughout the project lifecycle.

Preferred:

  • Demonstrated ability to communicate clearly, concisely, and effectively, both verbally and in writing.
  • Strong interpersonal, influencing, negotiation, and active listening skills with the ability to engage effectively at all organizational levels.
  • Proven ability to establish collaborative working relationships across multiple departments and stakeholder groups.
  • Working knowledge of contract administration principles, industry contracting practices, and project execution methodologies.
  • Experience supporting negotiations involving complex contractual and commercial matters.
  • Strong organizational and time-management skills with the ability to manage multiple priorities simultaneously.
  • Excellent technical writing, documentation, and recordkeeping capabilities.
  • Ability to prioritize work effectively and meet deadlines in a dynamic project environment.
  • Strong analytical and problem-solving skills with a demonstrated ability to identify issues early and implement corrective actions before they become critical.
  • Proficiency with Microsoft Office Suite and other contract management and project controls systems.
  • Ability to work independently while maintaining effective collaboration within cross-functional teams.

Work Environment:

  • The CCS will primarily be based at a Company field office located within the assigned project area.
  • The position requires regular travel, estimated at approximately 35%, primarily within the designated project region.
  • Work may involve supporting multiple project sites and collaborating with geographically dispersed teams and stakeholders.
