Environmental Permitting Advisor
- Contract Length: 12 Months
- Pay Rate: $47 – $49/hour (W2), depending on experience
- Work Type: Hybrid (Office – Monday, Tuesday, Thursday. Wednesdays and Fridays remotely, unless there's a business need where the person can be requested to come to the office).

Job Overview:
- A leading national energy company is seeking an experienced Environmental Permitting Specialist to support gas pipeline and related infrastructure projects. This role is responsible for evaluating environmental permitting requirements, coordinating permit acquisition efforts, and ensuring regulatory compliance for construction projects with land and water resource impacts.
- The successful candidate will work closely with project managers, environmental consultants, contractors, and regulatory agencies to support projects primarily in North Carolina and Ohio, with potential involvement in other states across the company's operating footprint.
Key Responsibilities:
- Review proposed gas pipeline and utility construction projects to identify applicable environmental permitting requirements.
- Partner with project managers to understand project scope, schedule, and environmental constraints.
- Determine permit applicability and compliance requirements associated with:
- Clean Water Act (CWA) Sections 404 and 401
- Endangered Species Act (ESA) Section 7
- National Historic Preservation Act (NHPA) Section 106
- Wetlands and waters impacts
- Erosion and sediment control programs
- Stormwater management regulations
- Coordinate the preparation, submission, and tracking of environmental permit applications and regulatory clearances.
- Direct and oversee environmental consultants responsible for permit applications, technical studies, environmental surveys, and supporting documentation.
- Manage consultant performance, ensuring quality deliverables, schedule adherence, and regulatory compliance.
- Provide environmental compliance guidance and technical support to project teams and field personnel.
- Interpret permits, regulations, and agency requirements to ensure compliance obligations are met throughout project execution.
- Communicate permitting requirements, project risks, regulatory constraints, and approval schedules to stakeholders and project teams.
- Represent the company during regulatory inspections, agency meetings, permit negotiations, and other compliance-related discussions.
- Develop scopes of work, manage purchase requisitions, review consultant invoices, and oversee environmental project budgets as appropriate.
- Support environmental permitting process improvements, streamlining initiatives, and cross-functional environmental programs.
- Assist with the development and maintenance of training materials and deliver environmental compliance training when needed.
- Collaborate with Environmental Advisors and other internal stakeholders on environmental initiatives and special projects.
- Ensure adherence to company environmental policies, procedures, and best management practices.
- Maintain compliance with company safety standards and performance expectations.
- Support project site visits and field assessments as required.
Qualifications:
Required
- Minimum 3 years of professional experience in environmental permitting.
- Demonstrated experience permitting construction projects involving land disturbance and water resource impacts.
- Experience supporting or overseeing construction activities from an environmental compliance perspective.
- Strong knowledge of environmental permitting requirements related to:
- Wetlands and waters
- Threatened and endangered species coordination
- Cultural and historic resource coordination
- Erosion and sediment control
- Stormwater management
- Experience working with regulatory agencies or representing an organization before federal, state, or local regulators.
- Proven ability to manage multiple projects simultaneously while supporting multiple project managers and competing priorities.
- Strong organizational, analytical, and problem-solving skills.
- Excellent written and verbal communication abilities.
- Ability to independently manage workload while collaborating effectively within cross-functional teams.
- Valid driver's license or ability to obtain one.
- Willingness to travel within the company's service territory.
- Ability to work in both office and field environments.
- Ability to work outdoors in varying environmental conditions, including heat, cold, and other weather extremes.
- Ability to successfully complete a background check.
Preferred
- Experience permitting linear utility projects, including gas, electric, water, or sewer infrastructure.
- Experience working in multiple states where Enbridge US GDS operates, particularly:
- North Carolina
- Ohio
- Utah
- Wyoming
- Colorado
- Experience overseeing environmental consultants and environmental inspectors.
- Familiarity with environmental justice principles and related regulatory considerations.
- Experience coordinating wetlands permitting, endangered species reviews, and cultural resource clearances for construction projects.
- Experience developing or updating environmental training programs and guidance materials.
- Experience improving permitting processes, workflows, or regulatory compliance programs.
Working Conditions:
- Office-based role with regular interaction across project teams and external stakeholders.
- Day travel to project sites, agency meetings, and field locations as needed.
- Travel may reach 25% based on project demands.
- Occasional overnight travel may be required.
- Fieldwork may involve exposure to varying weather conditions and active construction environments.
