We’re Raise, and we’ve joined forces with our client Accerta, who are looking to hire a full-time People & Culture Specialist. This is a hybrid position.

Accerta is a B Corp certified social enterprise enabling healthcare equality for all. As a social enterprise, they manage dental, vision, drug, and healthcare benefits programs exclusively for government and social services agencies in Canada. Their targeted experience and innovative technology provide cost savings, reliable service, process continuity, and accurate, insightful data that enables governments to make informed strategic decisions, reducing stress on the healthcare system through streamlined administration.

As the new People & Culture Specialist, you’ll report to the Senior Director, Human Resources. You’ll play a key role in supporting key HR functions and will work closely with a fun, collaborative, and agile team. This role will contribute to core HR operations, including employee relations, payroll administration, benefits and pension administration, HR programs, policies, and talent acquisition. The P&C Specialist will also support efforts to foster a thriving workplace through culture and engagement. Additionally, this role will provide guidance to people leaders on employee relations and performance management. The role offers the opportunity to contribute to strategic HR initiatives that reinforce the organization’s People Strategy and Employee Value Proposition.

The ideal candidate will demonstrate strong numeracy skills and excel in problem-solving within a team environment. They will possess exceptional organizational, time management, and prioritizing skills, ensuring efficiency in a fast-paced setting. With excellent interpersonal, written, and oral communication skills, the candidate will handle sensitive information with high standards of ethics and confidentiality.

This role requires a high attention to detail in all areas of work and the ability to collaborate effectively with finance, hiring managers and people at all levels of the organization. The candidate should lead with authenticity, kindness, and a focus on collaboration while maintaining enthusiasm for learning. Confidence and competence are key, as is the ability to work hard while enjoying the process.

Primary Accountabilities:

Payroll Administration

  • Collect, verify, and ensure the accuracy of payroll data to support timely and accurate semi-monthly payroll processing in coordination with an external payroll consultant.
  • Maintain accurate and detailed payroll records in compliance with statutory and audit requirements.
  • Prepare and submit monthly remittances and payments, including garnishments, WSIB, and other statutory deductions.
  • Oversee the preparation and processing of group insurance payments and remittances to financial institutions on a semi-monthly and monthly basis.
  • Support Finance with payroll-related tasks during month-end and year-end reporting cycles.
  • Assist with employee communication related to payroll, benefits, pension updates or changes.
  • Remain current on payroll and benefits legislation to ensure ongoing compliance.
  • Partner with the People & Culture Specialist to ensure HRIS and payroll data, including reporting and collaboration with Finance is accurate.
  • Perform year-end payroll activities, including EHT, WSIB, and pension reconciliations.
  • Collaborate with internal and external auditors by providing accurate payroll data and documentation.
  • Audit payroll records regularly, ensuring timely adjustments and corrections as needed.
  • Create, analyze, and distribute payroll reports; work closely with Finance to address and resolve discrepancies.
  • Prepare and reconcile month-end journal entries for payroll, benefits, pensions, and RRSPs.
  • Coordinate with the external consultant on year-end processing, including T4s, ROEs, pension contributions/reconciliation, WSIB, EHT, etc.
  • Update & upload semi-monthly Pension & RRSP files and remit.
  • Update TFSA & FHSA contributions.
  • Manage short-term disability adjustments, along with other leaves.
  • Prepare and submit WSIB premiums and other mandatory reporting.
  • Ensure all year-end payroll responsibilities are completed accurately and on time.

Benefits, Compensation, and HR Programs

  • Responsible for the full cycle administration of group health benefits, pension, and financial wellness programs for employees such as processing new hires, changes, and exits.
  • Ensuring new hires submit their benefits and pension enrolment forms on time.
  • Billing and remittance reconciliation which includes processing and reconciling all financial activities related to employee benefits, pension, RRSP, TFSA, and FHSA, including 3rd party remittances.
  • Work with employees, managers, medical adjudicators, and insurers for STD and LTD claims.
  • Responsible for the administration and roll-out of various HR programs, such as Rewards and Recognition, DEI, etc.

Employee Relations

  • Provide coaching and support to leaders on managing workforce performance matters.
  • Promote a positive work environment through proactive employee engagement initiatives and communication.

Compliance & Risk Management

  • Ensure compliance with labor laws, company policies, and regulatory requirements.

Details:

This is a full-time, permanent position offering a hybrid work model that blends remote work with planned in-office days. You will be required to visit the Toronto office once or twice a month. Schedules will be determined in partnership between individuals, managers, and the team. While enjoying the flexibility of working from home, the work schedule is Monday through Friday, 9 am – 5 pm.

The position offers a competitive base salary in the range of $62,000 – $83,000/per year, depending on experience. Additionally, you will receive a comprehensive benefits package and a Defined Benefit Pension Plan starting from your first day. Other perks include vacation time, a performance-based bonus, internet allowance, time off to volunteer within the community, and a one-time home office allowance.

Skills & Qualifications:

  • Completed post-secondary education preferably in Business Administration, Human Resources, or related field.
  • Minimum of 4 years of progressive HR experience.
  • Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) with the Human Resources Professionals Association, or in progress.
  • Certified as a Payroll Compliance Practitioner (CPC) or interest in working towards this designation.
  • Experience using Dayforce or other HRIS and payroll platforms as well as data analytics experience.
  • Demonstrated experience implementing employee engagement and retention programs to support HR strategies.
  • Advanced knowledge of MS Office, including Teams, Word, PowerPoint, and Excel.
  • Strong numeracy skills.
  • Excellent problem-solving skills and an ability to work in a team environment with exceptional organizational, time management, and prioritizing skills.
  • High standards of ethics and confidentiality in handling sensitive information.
  • Experience in organizational development, change management, and/or cultural renewal initiatives is considered an asset.
  • Familiarity with DEI programs and creating an inclusive workplace is considered an asset.
  • Experience using generative AI is considered an asset.
