Senior Business Analyst – Library Management System Replacement

  • Pay rate: $70.00 – $77.00/ hour , based on experience
  • Contract Length: 1 year
  • Location: Vancouver hybrid; 1 day a week on campus (Wednesday) till Dec 2025 and then 50% on campus i.e. likely 2 days on campus plus alternative week 1 day additional.

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

 

Job Overview

The Senior Business Analyst will be responsible for working with Library and IT stakeholders to capture business requirements, map current-state and future-state workflows, and support vendor selection and solution design for the Library Management System replacement. The role will include facilitating detailed documentation, testing readiness, and change-management activities to ensure a smooth transition to the new platform and realization of operational efficiencies.

 

Responsibilities:

  • Lead the business analysis workstream for the Library Management System (LMS) replacement initiative, supporting end-to-end discovery, design, and implementation activities.
  • Conduct detailed analysis of current-state library operations and the integration landscape involving 40+ auxiliary systems, documenting system dependencies and business processes.
  • Work closely with Library and IT stakeholders to define and validate business and technical requirements for the new platform, ensuring traceability and alignment with institutional priorities.
  • Facilitate workshops with business stakeholders to map future-state workflows, identify optimization opportunities, and prioritize requirements as “must-have,” “should-have,” and “nice-to-have.”
  • Partner with vendors and IT delivery teams during system design, configuration, and testing phases to ensure solution alignment and data integrity.
  • Support testing readiness, including writing and executing test scripts, facilitating UAT sessions, and managing issue resolution.
  • Collaborate with Change Management and Communications leads to ensure user readiness, training, and smooth adoption across Library units.
  • Provide input to governance discussions, risk assessments, and project reporting to ensure effective decision-making and transparency.

Core Duties:

  • Analyzes business needs utilizing a structured requirements process (gathering, analyzing, documenting, and managing changes).
  • Develops overall strategies and provides advice on options, risks and costs versus benefit
  • Communicates with stakeholders of varying technical ability and subject matter expertise and explains services to clients of all management levels to ensure they have a clear understanding of IT roles, processes, and activities.
  • Manages liaison relationship with clients to ensure technical solutions meet user needs.
  • Conducts feasibility studies and drafts proposals for evaluation by appropriate users and managers.
  • Develops and assists in the presentation of business cases.
  • Leads short and long-term planning sessions to implement integrated business process improvements.
  • Identify, elicits, and documents business requirements, defines business rules and communicates requirements for the implementation of business solutions.
  • Prepares functional, system and program specifications bridging multiple projects.
  • Reviews test plans and monitors the testing process to ensure that business results are adequately tested with minimal risk.
  • Procures technical assistance to help in problem resolution.
  • Provides technical leadership, coaching and mentoring to less-experienced individuals.
  • Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.
  • Performs other related duties as required.

Education and Certifications:

    • Undergraduate degree in a relevant discipline; a degree in IT or Business Administration is preferred.
    • Certifications: CBAP or PMI-PBA preferred; Agile or Scrum certification considered an asset.
    • Project Management, Change Management, and Business Analysis professional designations are assets.

Experience:

    • 5–8 years of business analysis experience supporting large-scale IT or enterprise system implementation projects.
    • Minimum of eight years of related experience, including at least two years of managerial experience, or the equivalent combination of education and experience.
    • Experience with implementing CRM, Recruitment Systems, Salesforce, APIs, MuleSoft, Utility Management Systems, Student Information Systems, Workday, or other similar off-the-shelf COTS.
    • Experience in a university or other public sector environment is preferred.
    • Project experience in higher-education environments, policy, and regulatory compliance situations is an asset.

Skills and Abilities:

    • Proven ability to work with non-technical business stakeholders, building trust and guiding them through complex technical concepts in accessible terms.
    • Ability to immerse in the library environment, understanding operational processes, user needs, and academic workflows.
    • Ability to analyze and document the current complex ecosystem of 40+ auxiliary systems integrated with the legacy Library platform, and map these into the new system architecture.
    • Skilled at facilitating collaboration between business and IT teams to define future-state processes and ensure smooth transition and data migration.
    • Demonstrated ability to work strategically with executives, understanding governance nuances, institutional priorities, and political contexts to drive consensus and decision-making.
    • Strong process visualization skills and ability to translate business requirements into clear, traceable deliverables categorized as “must-have,” “should-have,” and “nice-to-have.”
    • Highly proficient with Jira (or equivalent tools) for requirements tracking, backlog management, and documentation; able to generate and manage epics, user stories, and acceptance criteria.
    • Must be able to support and facilitate testing activities, including writing and reviewing test scripts.
    • Works effectively with change management partners to ensure stakeholder readiness and adoption.

Additional Assets:

    • Supervisory experience is an asset.
