Senior Project Manager – Regulated & Hazardous Substances Management System (RHSMS)
- Pay rate:$85.00 – $92.59/hour, based on experience
- Contract Length: 1 year
- Location: Vancouver hybrid; 1 day a week on campus (Wednesday) till Dec 2025 and then 50% on campus i.e. likely 2 days on campus plus alternative week 1 day additional.

Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Job Overview
The Senior Project Manager will be responsible for leading the planning and delivery of the RHSMS project, coordinating cross-functional IT and operational teams to design, implement, and integrate a compliant, university-wide system for managing regulated and hazardous substances. They will ensure alignment with safety, compliance, and environmental standards by managing vendors, risk mitigation, schedule, and stakeholder engagement from initiation through delivery.
Responsibilities:
- Lead end-to-end delivery of the RHSMS project, ensuring successful planning, execution, and implementation of a new university-wide system for managing regulated and hazardous substances.
- Develop and maintain the project charter, schedule, budget, and governance documentation, ensuring alignment with safety, compliance, and environmental standards.
- Coordinate and facilitate engagement with internal stakeholders (Safety & Risk Services, Facilities, IT teams) and external vendors to define and deliver project scope and objectives.
- Manage vendor performance and contract obligations, including negotiation, issue resolution, and deliverable validation.
- Oversee and facilitate testing activities, including test planning, test script development, and user acceptance testing (UAT).
- Collaborate with Change Management and Communications teams to ensure effective stakeholder engagement, training, and adoption of the new system.
- Report regularly on project status, risks, and dependencies to project sponsors and governance bodies.
- Ensure the project follows PMO standards, risk management practices, and aligns with IT’s governance and reporting frameworks
- Leads areas of responsibility including project management, Functional, Solution Architecture, Change Management, and User Experience and will be responsible to ensure consistent application of project management principles established within the Office of the CIO (OCIO).
- Maintains and manages risk, action, issue and decision (RAID) logs.
- Develops, maintains and communicates an overall Implementation Plan, ensuring resource optimization.
- Leads vendor management with support from the OCIO and Procurement including procurement planning, requests for proposals, vendor assessments, contract negotiation and management.
- Through community engagement and educational programming, ensures consistent application of Adoption and Sustainment principles across the project and collaborates with stakeholders within UBC IT and UBC Community.
- Defines and measures project related performance indicators and takes appropriate corrective action.
- Conducts post-implementation reviews to ensure continuous improvement and learning.
- Oversees deliverables associated with the Project Delivery Team; monitoring for consistent and predictable system and tool performance.
Core Duties:
- Initiates projects following appropriate project management methodology including gathering and defining comprehensive project requirements, ensuring for strategic alignment, developing project charters, project plans, budgets and schedules, determining staffing requirements, and forming cross-functional project teams.
- Defines and follows project management methods, procedures, and quality objectives, including metrics for assessing progress.
- Balances workload, provides technical and analytical guidance and work direction to project team, including scheduling, assignment of work, review of project efforts and removal of roadblocks which inhibit project success.
- Ensures that all team members have the tools and training required to perform effectively, and provides the team with constructive feedback as it pertains to project performance.
- Assesses variances from the project plans, budgets and schedules, develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives, and keeps management aware of the situation.
- Evaluates and ensures for sponsor/client satisfaction at project completion.
- Drafts contracts and Service Level Agreements and manages RFIs/RFPs for evaluation, selection and procurement of products and/or services from vendors.
- Identifies potential areas for improvement in current methodologies and provides coaching to project managers.
- Develops and maintains a productive working relationship with project sponsors, vendors and key clients.
- Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.
Education and Certifications:
- Undergraduate degree in a relevant discipline; a post-graduate degree may be required for specialized positions.
- Certifications: PMP or Prince2 required; Agile/Scrum Master certification considered an asset.
Experience:
- 7–10 years of progressive project management experience leading complex, multi-stakeholder IT and business transformation initiatives, preferably in a higher-education or public-sector environment.
- Demonstrated experience managing vendor-delivered solutions, system integrations, and projects involving regulatory, environmental, or compliance systems.
- Experience with Workday or similar ERP platforms is a strong asset.
- Experience with implementing CRM, Recruitment Systems, Salesforce, APIs, MuleSoft, Utility Management Systems, Student Information Systems, or other similar off-the-shelf COTS systems or ERPs.
- Proven ability to work collaboratively across IT and non-IT teams, aligning operational, safety, and technology stakeholders toward common goals.
- Strong vendor management experience, including contract negotiation and performance oversight.
- Demonstrated ability to manage both Waterfall and Agile projects, adapting delivery methods to meet project requirements.
- Experience with preparing RFPs, managing RFIs/RFPs for evaluation, selection, and procurement of products and/or services from vendors.
- Experience in change management, budget development, financial management, and risk management.
- Technical expertise in IT project management of large-scale COTS systems, including systems development, enterprise architecture, business process change, data migration, and systems integration.
Skills and Abilities:
- Ability to educate and onboard non-IT stakeholders into Agile methodology and iterative delivery practices.
- Must be able to lead testing activities, including developing test scripts, coordinating test cycles, and facilitating user acceptance testing (UAT) in collaboration with business teams.
- Understanding of hazardous substances, environmental compliance, or facilities management systems is strongly preferred.
- Works effectively with change management leads to ensure smooth adoption and communication across impacted units.
