Business Analyst – Senior

Responsibilities:
- Conduct early-stage discovery and requirements elicitation with executive leadership, senior business leads, operational, clinical, product, communications, vendor, and Ministry partners
- Translate abstract, high-level direction into tangible and structured analysis artifacts, including problem statements, business needs assessments, concept documents, options analysis, and pre–Business Requirements documentation
- Develop and maintain formal Business Requirements Documents and supporting requirements artifacts based on validated discovery outputs and stakeholder alignment
- Apply business architecture methodologies to define capabilities, service models, journeys, and relationships across initiatives, and to support cross-initiative analysis of gaps, overlaps, risks, and dependencies
- Prepare, review, and coordinate high-quality briefing notes and executive materials, including The Agency's authored content and vendor-prepared materials, and facilitate discussions to support decision-making
- Provide content governance for patient-facing digital services, including:
- Acting as the Agency's CMS business coordinator for Health811 through content analysis, audits, and coordination of CMS amendments
- Reviewing vendor-developed public-facing content such as Spotlight articles, Help Centre content, and IVR messaging
- Coordinating subject matter expert reviews and approval processes with the Ministry of Health and internal teams
- Support Communications teams with annual and ongoing communications planning, including coordination of recurring content, timelines, reviews, and approvals
- Coordinate with stakeholders and internal teams on change request processes by supporting discovery, analysis, documentation, and review
- Participate in Continuous Quality Improvement activities by reviewing dashboards, interpreting performance data, and contributing to quality improvement initiatives
- Provide business analysis and coordination for Health Services Directory and Provincial Health Services Directory initiatives by representing the business and user perspective, facilitating issue resolution, and coordinating discussions between stakeholders, product teams, Health811, and The Healthline
- Respond to Ministry of Health requests for ad hoc and recurring reporting by analyzing requirements, validating data needs, and producing clear, structured outputs for internal and external partners
- Incorporate customer experience and user experience principles into all analysis, content review, and requirements development to ensure services are clear, usable, and appropriate for public audiences
- Ensure all deliverables are accurate, well-structured, and accessible to executive decision-makers and external audiences unfamiliar with the program context.
Desired Skills:
- Experience in digital health, patient access, service design, or digital front door initiatives
- Experience working in large-scale, multi-program, or system-wide transformation initiatives
- Experience supporting external stakeholder engagement, including system partners, researchers, or service providers
- Experience contributing to or supporting communications planning and public-facing communications activities
- Hands-on experience applying PHIPA requirements in practice, beyond general privacy awareness
Required Skills:
- Advanced business analysis and requirements elicitation skills in complex, multi-stakeholder environments
- Demonstrated experience developing Business Requirements Documents, including progressing work from abstract or high-level concepts into structured and actionable requirements
- Proven experience producing pre‑BRD and discovery artifacts, such as problem statements, business needs assessments, concept documents, options analysis, and executive discovery materials based on input from executive leadership and senior business leads
- Strong business architecture capabilities, including defining capabilities, service models, process flows, and cross-initiative relationships
- Ability to incorporate customer experience and user experience considerations into discovery, analysis, requirements, and content-related outputs
- Proven ability to write, review, and coordinate high-quality briefing notes, reports, presentations, and structured documentation for executive audiences
- Strong analytical, synthesis, and problem-solving skills with the ability to turn complex information into clear and accessible outputs
- Experience working effectively with business, clinical, communications, vendor, and Ministry stakeholders
- Demonstrated experience reviewing, governing, or assuring quality of public-facing digital content or service materials
- Knowledge and understanding of PHIPA and privacy requirements applicable to digital health and patient-facing services

- Demonstrated experience applying business architecture methodologies, including capability mapping, service models, and process flows. Experience identifying gaps, overlaps, and dependencies across initiatives and synthesizing findings into integrated views. 20 Points
- Demonstrated experience incorporating customer and user experience considerations into analysis and outputs. Experience with journey mapping, experience flows, content quality review, and usability considerations for public-facing services. 15 Points
- Demonstrated experience working with stakeholders and partners, including coordinating reviews, providing feedback, supporting change request processes, and facilitating alignment across organizations. 15 Points
- Demonstrated experience preparing high-quality briefing notes, presentations, dashboards, and structured documentation for executive and senior audiences. Proven ability to synthesize complex information into clear and compelling narratives. 15 Points
- Demonstrated experience working within public sector or health system environments, including an understanding of governance, accountability frameworks, policy considerations, and Ministry relationships. Demonstrated knowledge and understanding of PHIPA and privacy requirements applicable to digital health and patient-facing services is required. Direct experience applying PHIPA requirements is considered an asset.10 Points

Must Haves:
- Public Sector Experience
- 5+ years of experience in business analysis within complex, multi-stakeholder environments
