Responsibilities:

  • Provide program management across multiple initiatives and subprograms, ensuring coordinated planning, execution, and delivery across workstreams 
  • Facilitate alignment, consensus-building, and decision-making across business, clinical, policy, communications, vendor, and delivery partners 
  • Translate strategic direction into clear workplans, priorities, roles, and delivery sequencing 
  • Oversee subprograms including annual Quality Improvement reviews, follow-up actioning, associated reporting, and distribution to system partners 
  • Manage complaint intake and coordination, including Ministry and The Agency complaints, by liaising with vendors for investigation and response and coordinating follow-up with partners 
  • Provide the Agency support for vendor-led patient and provider requests such as presentation requests and resource updates 
  • Develop, tailor, and deliver partner-facing presentations by identifying appropriate subject matter experts, coordinating schedules, and drafting and refining materials 
  • Apply product management principles to identify gaps and opportunities, prioritize enhancements, and ensure alignment to user and system outcomes 
  • Coordinate Transfer Payment Agreements with Procurement and Finance teams to support agreement development, amendments, monitoring, and compliance 
  • Provide financial management oversight for assigned initiatives and subprograms, including budget development, forecasting, spend tracking, and variance analysis 
  • Ensure alignment between program delivery, financial plans, and contractual commitments, escalating risks and issues as required 
  • Support organizing inputs and requirements, supporting development of statements of work, and aligning stakeholders on scope, priorities, and timelines 
  • Maintain a program-wide view of dependencies, risks, and interconnections across initiatives 
  • Drive structured planning, tracking, reporting, and governance across the program

Desired Skills:

  • Experience in digital health, patient access, or digital front door initiatives
  • Experience working within hybrid product and program delivery models
  • Experience coordinating Quality Improvement cycles and performance reporting
  • Experience supporting stakeholder engagement, external partner presentations, and system-facing communications
  • Strong storytelling skills for translating complex delivery or financial information into clear executive narratives

Required Skills:

  • Advanced program management capabilities in complex, multi-workstream environments
  • Strong product management skills, including backlog prioritization, release planning, and outcome alignment
  • Proven vendor management and delivery oversight experience, including structured review and feedback cycles
  • Experience managing Transfer Payment Agreements, including coordination with Procurement and Finance teams
  • Experience supporting government or public sector procurement processes
  • Excellent executive communication skills, including briefing notes, presentations, and decision materials
  • Strong facilitation, consensus-building, and stakeholder management skills, including the ability to clarify roles, priorities, and dependencies across workstreams

Evaluation Criteria:

  • Demonstrated experience leading and coordinating complex, multi-workstream initiatives with multiple stakeholders. Experience developing integrated workplans, clarifying roles and priorities, managing dependencies and risks, and ensuring alignment and coordinated delivery across concurrent initiatives and governance structures. 25 Points
  • Demonstrated experience applying product management principles, including defining product direction, identifying and prioritizing user and business needs, managing backlogs, identifying product gaps, and supporting feature and enhancement prioritization aligned to strategic and outcome-based goals. 20 Points
  • Demonstrated experience managing vendor-delivered work, including coordinating structured review cycles, providing clear and actionable feedback, aligning on deliverables, prioritizing enhancements, and supporting the quality and timeliness of releases. 15 Points
  • Demonstrated experience managing Transfer Payment Agreements and providing financial oversight, including budget development, forecasting, spend tracking, variance analysis, and alignment between financial plans, contractual commitments, and program delivery. Experience working with Procurement and Finance teams. 15 Points
  • Demonstrated experience preparing high-quality briefing notes, presentations, reports, and decision materials for executive audiences. Proven ability to facilitate discussions, build consensus, and drive alignment and decisions across business, clinical, policy, vendor, and delivery stakeholders. 15 Points
  • Demonstrated experience working within public sector or health system environments, with an understanding of governance, accountability, policy considerations, and funding structures that influence program and delivery decisions. 10 Points

Deliverables

Deliverables Include:

  • Integrated program, delivery, and release plans across multiple initiatives and subprograms
  • Executive-ready briefing notes, presentations, reports, and decision-support materials
  • Coordinate business efforts inputs into statements of work, procurement coordination and Transfer Payment Agreements
  • Vendor oversight artifacts including review feedback, backlog prioritization, and enhancement alignment
  • Program and subprogram reporting including progress, dependencies, risks, issues, and decision points
  • Stakeholder-facing presentations and materials tailored to subprogram and partner needs

Must Haves: 

  • Public Sector Experience
  • 7+ years’ experience in program management within complex, multi-partner and multi-workstream environments 
  • Demonstrated experience in product management and release planning, including prioritization and sequencing of deliverables 
  • Experience managing vendor-delivered solutions, including review cycles, structured feedback, backlog alignment, and enhancements 
  • Experience supporting government procurement processes, including business-side coordination and alignment 
  • Facilitating consensus and alignment among diverse internal and external stakeholders 
  • 10+ years’ experience in program management within complex, multi-partner and multi-workstream environments
  • Demonstrated experience in product management and release planning, including prioritization and sequencing of deliverables
  • Experience managing vendor-delivered solutions, including review cycles, structured feedback, backlog alignment, and enhancements
  • Experience supporting government procurement processes, including business-side coordination and alignment
  • Proven ability to develop executive-level briefing notes, reports, and presentations under tight timelines
  • Strong facilitation and leadership skills, with demonstrated experience: 
  • Clarifying roles, responsibilities, and priorities across initiatives and teams
  • Driving coordinated planning and delivery across multiple concurrent workstreams
