RESPONSIBILITIES
Ensure technology investments support business goals and provide return on
investment.
Ensure technology strategy aligns with business goals and objectives; act as
a liaison between SWMS and other technology stakeholder groups to ensure
alignment across stakeholders and departments.
Collect, clarify, and document technical and non-technical requirements and
use cases; translate requirements into solution designs and architecture
artefacts.
Define architectural principles, patterns, and standards; develop and enforce
standards and policies to guide solution design decisions.
Develop and implement architecture models, target-state designs, and
roadmaps (phased where required) to guide strategic initiatives from current
to future state.
Evaluate and recommend technology options and solution approaches; stay
current on industry trends and emerging technologies to inform
recommendations.
Assess integration of new solutions into the existing technology landscape;
collaborate with technical teams, executives, and other stakeholders to
support coherent integration and alignment.
Produce and maintain solution architecture documentation and key
architecture/design decision artefacts across the project life cycle.
Provide technical leadership and expert advice to senior management and
technical teams; communicate complex technical concepts in an easy-tounderstand
way for technical and non-technical audiences.
Identify and manage risks related to solution design and implementation;
ensure compliance with relevant regulations and incorporate security
considerations as a baseline design requirement.
Participate in (and support) solution and architecture reviews; recommend
improvements and design adjustments that result in operational optimization
and alignment with standards.
Validate and assess proposed solutions (including vendor-proposed
approaches) to ensure the best-fit solution is selected and implemented as
intended.
Support downstream readiness by contributing to testing considerations and
producing architecture and end-user documentation; provide knowledge
transfer and training inputs when required.
SKILLS & QUALIFICATIONS
It is important that the Services be undertaken by an Enterprise Architect who
can demonstrate specific knowledge of, and experience in performing similar
work for projects of comparable nature, size and scope as detailed below.
GENERIC SOLUTIONS ARCHITECT (STRATEGIC DESIGN)
QUALIFICATIONS
Bachelor’s degree in Computer Science (or equivalent), or equivalent
combination of education and experience.
Progressive experience in solution architecture design and enterprise-level
planning and implementation in large, complex environments.
Demonstrated experience producing architecture artefacts (e.g., models,
roadmaps, design decisions) and conducting architectural reviews for
strategic projects and programmes.
Experience integrating technologies across an enterprise landscape,
including integration of diverse applications and platforms.
Demonstrated experience in process optimization and standardization related
to implementation.
Strong analytical and problem-solving skills to assess business needs and
evaluate solution options.
Excellent written and verbal communication skills, with the ability to
communicate complex technical concepts to non-technical audiences.
Experience working with senior stakeholders and supporting technical teams
in complex environments.
Understanding of security, risk, and compliance considerations as part of
solution design.
Asset: Certification such as TOGAF, ITIL, or COBIT.
Asset: Experience in public-sector or large multi-stakeholder environments.
Deliverables
Examples of Deliverable the Candidate will be expected to produce could
include:
Enterprise Strategic Alignment Assessment: conformance with TSD
standards, priorities and platforms
Capture current state application architecture, and propose future state
application architecture (applications, data, integrations, platforms)

Assistance with the development of SWMS Technology Roadmap 5-Year
Technology Strategy.
Support for the design and development of the SWMS Technology Workplan.
Refreshed Information Architecture artefact set: Updated Business Function
Model, Material Flows, Common Terminology, and Conceptual Data Model.
Data standards + naming conventions: Consistent definitions and
standardized naming with implementation guidance aligned to enterprise
standards.
Information Architecture Use Case Catalogue: Documented use cases for all
existing/new IA elements supporting business processes and data
governance.
Stakeholder engagement outputs: Workshop plan, facilitation materials, and
consolidated outcomes (requirements, gaps, decisions).
Executive deliverables: Mid-point update and final presentation summarizing
artefacts, decisions, and outcomes.
Current-state assessment of Solid Waste Application Portal (SWAP):
capabilities, supported processes, and key integrations/data flows.
Technology options scan: internal City options plus external/jurisdictional
market scan, mapped to requirements.
Options analysis + recommendation: best-fit approach, including reuse vs
net-new, and single vs multi-technology needs.
Procurement + successor concept inputs: acquisition approach and materials
for the follow-on implementation business case.
