Raise is currently hiring a Measurement Coordinator on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, the third largest producer of Canadian oil and natural gas and the second largest refiner and upgrader with extensive midstream and downstream infrastructure.
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Measurement Coordinator in this role will be responsible for supporting the overall measurement portfolio within the Lloydminster Thermal & Conventional Heavy Oil (LTCHO) business unit. Reporting to the LTCHO Measurement Manager, the Measurement Coordinator will work closely with Maintenance, Operations, Production/Operations Engineering, Production Accounting, Field Data Capture, Process Data Solutions, Emissions and Measurement teams to improve the quality of measurement within LTCHO and ensure that ’ Measurement Standards, Procedures & Processes are followed and in compliance with Alberta Energy Regulator (AER) and Saskatchewan Ministry of Energy and Resources (MER) regulatory requirements.
Responsibilities
- Ensuring ongoing Lloydminster Thermal & Conventional Heavy Oil (LTCHO) measurement regulatory compliance in accordance with Alberta Energy Regulator (AER) and Saskatchewan Ministry of Energy and Resources (MER) Directives including D017, PNG017, D042, PNG042, D060, PNG036, D007 and PNG032.
- Demonstrate an understanding of Measurement Specifications, Standards and Practices for Measurement for use. This includes supporting the development and ongoing upkeep of all Measurement & Regulatory Engineering standards, specifications, and practices to ensure the requirements for safety, compliance, reliability, and maintainability are upheld.
- Accountable for Enhance Production Audit Program (EPAP) including developing, maintaining, and coordinating the implementation of EPAP business processes and controls, conducting audits, audit follow-up and gap closure, business unit compliance support, development of schematic measurement diagrams and overall assurance of Measurement compliance for LTCHO in Alberta and Saskatchewan.
- Support the maintenance and coordination of MARP updates and submissions.
- Support the development of measurement, accounting, and reporting strategies for LTCHO facilities and collaborating with multi-functional teams including Engineering, Operations, Production Accounting, Field Data Capture, Process Data Solutions and Emissions to ensure accurate reporting.
- Actively monitor facility balances and KPIs to ensure that measurement systems are accurate and properly maintained.
- Ensuring measurement compliance concerns are identified, evaluated for risk, effectively communicated to stakeholders, and actioned as required. This includes identifying and supporting the resolution of metering differences, plant imbalances, proration concerns and fuel, flare, vent reporting issues.
- Ensuring timely responses to Non-Conformance Reports, regulator driven audits, corporate audits, and other business unit requests on an ongoing basis to ensure measurement compliance.
- Identifying requirements/opportunities for measurement regulatory exemptions and preparing and submitting associated regulatory requests.
- Participating in industry and government forums and committees to understand future developments and direction of Measurement requirements and the subsequent impacts to .
- Providing direction and guidance to projects and MOC for measurement quality and compliance.

- Integrated Asset Documentation (PMs, Gas Sampling, Master Meter List, Calibration Records, FFVS,
- FDC)
- Measurement Specifications, Standards and Practices for regulated Measurement.
- Enhance Production Audit Program (EPAP) documentation.
- Measurement Accounting and Reporting Plans (MARPs).
- Responses to Non-Conformance Reports, Incidents, regulator driven audits, corporate audits, etc.
- Measurement regulatory exemptions.
Qualifications
- 8+ years related maintenance and industrial experience in measurement or heavy oil and gas.
- Strong working knowledge of the provincial regulatory bodies (Alberta Energy Regulator and Saskatchewan Ministry of Energy and Resources) and their requirements for production measurement, accounting, and reporting (Directive 017/PNG017).
- Strong working knowledge of industry measurement standards and various forms of measurement systems, sample techniques and electronic flow measurement (AGA, API etc.).
- Experience in production accounting, process, and instrumentation would be an asset.
- Strong understanding of oil and gas facilities and equipment.
- Effective communication skills and ability to articulate complex concepts to diverse audiences.
- Innovative, analytical thinker with robust problem-solving capabilities.
- Proficiency in data analysis and business intelligence tools.
- Familiarity with operations technology toolsets such as distributed control systems, data historians, and advanced process control capabilities.
- Business acumen, practical critical thinking skills and the ability to listen effectively.
- Demonstrates the ability to understand and operate effectively in a diverse and multi-cultural environment.
- Good interpersonal, communication, facilitation, and analytical skills.
- Demonstrated ability to work cross-functionally in a team environment.
- Working knowledge of SAP or equivalent maintenance management system is an asset.
- Strong understanding of producing and managing measurement schematics and production accounting principles.
- Education and certifications
- A degree/diploma in Engineering or Engineering Technology.
- Diploma in Instrumentation Technology or other relevant discipline.
- Journeyman Instrumentation or equivalent discipline.
